Created during the SG 12 meeting of May 2008.
INTRODUCTION Created during the SG 12 meeting of May 2008. As a replacement for the Flagship Group which had been in existence since the year 2006. Created in accordance to WTSA 2008 Resolution 54 To address the issue of “bridging the standardization gap between developed and developing countries” within the African Region Cotonou, Benin, July 2012

OTHER RELEVANT RESOLUTIONS
Resolution 17 – Telecommunication standardization in relation to the interests of developing countries. Resolution 59- enhancing participation of telecom operators from developing countries. Resolution 76- Requires ITU-T to develop conformance and interoperability testing Recommendations as quickly as possible. OBJECTIVES (1/2) To encourage active participation in the work of ITU-T SG 12 by African Regulators and Operators. To ensure implementation of the ITU-T Recommendations on the Performance/QoS and QoE. To boost discussions on QoS challenges facing operators and regulators in the continent. To encourage participation by African countries in the Rapporteurs meetings, workshops and other SG 12 events. To encourage African Countries to contribute to the work of ITU-T SG 12 and in particular to the New/Revised Recommendations developed by ITU-T SG 12 Cotonou, Benin, July 2012

OBJECTIVES (2/2) To encourage the African countries to collectively participate in QSDG and other QoS related meetings, particularly when such meetings are organized in the Africa Region. To ensure that ITU-T SG 12 avails relevant information on standards applicable to telecommunication networks including test equipment for QoS monitoring and measuring. Act as liaison body between African telecommunication operators/regulators and ITU-T SG 12 in matters relating to QoS/QoE. Provide a list of major Recommendations made by SG 12 and encourage experts to submit Contributions to these Recommendations Cotonou, Benin, July 2012

WAYFORWARD To support amendment to Resolution 26 for TSB to provide support to Regional Groups 5 and 12 as it does for SG 3 Regional Groups. To consider amendment to Resolution 40 for WTSA to include aspects of QoS and especially QoE in Regulatory aspects of ITU-T work. Cotonou, Benin, July 2012
