27 OUR STRATEGY By 2021, Help four deep-dive states adopt Urban Transport Policies, Action Plans, and Regulations; Launch a state-level mega ‘green mobility’ programme that fund and finance urban mobility transformation; Provide deep-dive and targeted cities tools (planning, design, RFPs) and guide them in implementing project (procuring consultants & contractors, review, monitoring); Under the aegis of the deep-dive states, expand capacity amongst all their cities to plan, implement, and monitor; Leverage national-level capacity building programmes to expand reach and build relationships with additional states to reform policies and launch of mega ‘green mobility’ programmes.
