Tackling Regional, Hemispheric and Global Air Pollution:
The Potential role of the UNECE Convention on Long-range Transboundary Air Pollution Belgrade October 2007
2
Building on the UNECE/LRTAP experience
UNECE/LRTAP Convention – oldest and most comprehensive regional agreement – has been successful in bringing together data and technical expertise from various governments to develop policies at the hemispheric level UNECE/LRTAP Convention can play key role in supporting regional programmes in other parts of the world Global Atmospheric Pollution Forum actively supports and encourages UNECE/LRTAP outreach efforts

applauds UNECE/LRTAP outreach efforts to date; and
The Global Atmospheric Pollution Forum submitted a Category 2 Paper to the “Environment for Europe” Conference The paper: applauds UNECE/LRTAP outreach efforts to date; and includes recommendations to build on these efforts to promote global action and cooperation on transboundary air pollution issues.
4
Category 2 Paper Findings
Long been established that air pollution responsible for a wide range of serious health & environmental problems around the world Studies from around the world show that benefits of air pollution control have far exceeded costs of control
5
Category 2 Paper Findings
Long-range transport of pollution threatens to reverse many of the advances that have been achieved in Europe, North America and elsewhere through local and national controls
6
Category 2 Paper Findings
More recent trends and findings show: Polluted air does not respect national boundaries. Air pollution and climate change are interlinked with respect to sources, atmospheric processes and environmental effects. Global community has not developed processes, data bases and institutions needed to address these problems.
7
Category 2 Paper Recommendations
Promote the infrastructure for cooperation between UNECE/LRTAP and other regional networks in Africa, Asia and Latin America Promote scientific and technical cooperation among regional air pollution networks Pursue partnership programmes with other regions to tackle climate change co-benefits Use UNECE/LRTAP experience to open debate on best framework to address hemispheric and global atmospheric pollution
