5 How does a district express interest in creating a new service?
Superintendent Expresses Interest. Discussion Takes Place with Other Superintendents. If Sufficient Interest Exists, BOCES Staff Research the Area of Interest and Provide Baseline Information on a Possible Service. A Workgroup is formed – Usually led by the Deputy Superintendent or Director of Management and Finance. This Workgroup Includes BOCES Staff and Component District Staff. Additional Agencies are Engaged as Applicable. Cooperative Service Description is Developed and Submitted to NYSED. This Includes Information on Projected Service Costs. Once Approved by NYSED, Districts Sign upThrough our Annual Service Request Process.

January 8, 2016 Final date for districts to return “Preliminary Requests for Services” forms to BOCES. January & February 2016 BOCES develops preliminary budget for review and discussion based on districts’ preliminary request for services. Cooperative Service Applications (COSERs) filed with State Education Department. BOCES continues discussions with component school district representatives to review needs and obtain additional input for budget development. Component school superintendents review and discuss proposed costs for services identified during the preliminary request phase. BOCES adjusts and finalizes budget.

March 3, 2016 Estimated costs for BOCES services provided to component school superintendents. March 14, 2016 Firm costs for BOCES services provided to component school superintendents.  April 7, 2016 BOCES annual meeting and presentation of tentative administrative, capital and program budgets to school board members of component school districts April 19, 2016 BOCES annual election and vote on the BOCES administrative budget April 20, 2016 Component school districts make final decisions regarding BOCES services for the school year and confirm with BOCES.  "Intention to Participate" forms returned. Note:  Contracts for services are based upon this information.

May 1, 2016 Enrollment forms due for CTE  June 3, 2016 Enrollment forms due for PASS and Alternative Education programs for   June 17, 2016 Contract for Cooperative Educational Services (AS-7) sent to districts.  July 8, 2016 Enrollment forms due for Special Education programs for   July 13, 2016 Final date for returning Contract for Cooperative Educational Services (AS-7) to BOCES based on "Intention to Participate" forms.

9 Why Adult Literacy? Parents are their children’s first “teachers”.
Parents with stronger literacy skills are more likely to send young students to school ready to learn and provide better support to school-aged children of all ages. Increased adult literacy improves the quality of the workforce and supports economic development.
