5 General Objective To practice port security staff in the screening of items being brought into the Port Facility

6 To enhance the security awareness of threats to the Port Facility
Specific Objectives To test the vigilance of security staff in screening deliveries To practice security staff in the conduct of checks on parcels and mails entering the Port Facility To enhance the security awareness of threats to the Port Facility Meet or better the specified compliance benchmark for this drill

7 Required Attainments Security staff will be able to: Apply the procedures in the Port Facility security instructions for the screening of items being delivered to the Port Facility Detect suspicious parcels or mail from among others in the delivery Take the appropriate action on suspicious items

10 Scenario A terrorist cell is targeting transportation in the country to cause disruption to business and loss of confidence in the government The cell will try to mount an attack on the Port Facility’s key business processes All security personnel are to be especially vigilant over this period

11 Controller Mission To deliver letter and parcel bombs to the Port Facility in order to disrupt its business processes

12 Controller Tasks Mailman: To comply with normal Port Facility procedures to gain entry to the Facility To include a simulated letter bomb in the mail bag To allow screening of the contents of the mail bag

13 Controller Tasks Driver 1: To deliver a carton of simulated machinery spares to the Port Facility A parcel containing a simulated “parcel bomb” will be included in the carton Seek permission to enter the Port facility using forged documentation

14 Controller Tasks Carry the “Letter of Identification” and tender it if questioned

19 Safety Safety Officer: Physical safety of personnel is paramount
There is to be no physical contact between participants and controllers acting as couriers, etc. Security staff are not to use abusive language when talking to controllers acting as “couriers” Do not neglect the safety of equipment
