15 Approach to System (Re)Design
Design Desired System Common vision of what system should look like. Develop Action Plan by Component to Address Gaps/Changes Leadership Roles, timelines, and measurable targets Document Plans and Agreements Written system-wide policies and general procedures relative to each system component. Design Desired System With key stakeholders, create a common vision of what the system should look like and what Veterans should experience, relative to the Federal Criteria and Benchmarks. Identify System Gaps and Changes Needed to Achieve Desired System Identify key gaps and/or changes needed to achieve the desired system. Develop Action Plan by Component to Address Gaps/Changes With key stakeholders, determine the key actions (including roles, timelines and management approach) necessary to make system changes, develop new processes, fill gaps, etc., and begin implementing changes. Document Plans and Agreements Document system plans and agreements to ensure consistent, system-wide understanding of roles, responsibilities, procedures, etc., support staff orientation and training, and as a way to demonstrate adherence to practices reflected in the Federal Criteria and Benchmarks. At minimum, it is recommended local partners develop written system-wide policies and general procedures relative to each system component.
