Exercise Overview Scope: Key State and APHIS VS personnel will use a simulated damaging animal disease scenario, current state and federal plans, policies, training, and procedures to validate the State NVS Plan. Mission area: Response Core Capability: Planning
6
Objectives Validate the State NVS Plan.
Validate the emergency logistics support for a foreign animal disease (FAD) outbreak. Identify strengths, areas for improvement, and recommendations for corrective actions for the State NVS Plan.
7
Participant Roles & Responsibilities
Players: Respond to situations presented based on current plans, policies, and procedures. Observers: Personnel who need a general understanding and situational awareness, but have little role or responsibility in implementing the State NVS plan. Facilitators: Provide situation updates and moderate discussions. Evaluators: Observe and document player discussions.
8
Exercise Structure Facilitated discussion-based exercise
Scenario injects for each of the 4 Modules 1 – Requesting NVS Assistance 2 – Logistics Warehouse/Storage Facility Operations 3 – Alternative State Warehouse Facilities 4 – NVS 3D Response Support Services
9
Exercise Guidelines Dissemination of any exercise information, pictures, or materials must be coordinated in advance with the exercise point of contact. This is an open, low-stress, no-fault environment. Varying viewpoints, even disagreements, are expected. Base your responses on the current plans and capabilities of your organization. Decisions are not precedent setting; consider different approaches and suggest improvements. Issue identification is not as valuable as suggestions and recommended actions that could improve response efforts; problem-solving efforts should be the focus.
10
Exercise Guidelines continued
Real-world emergencies take priority and will be announced. Facilitators may make changes as needed to best meet the objectives. Photos may be captured during the exercise. Participants may “opt out” of having their photo taken by notifying the exercise facilitators before the exercise begins. The exercise scenario is based on fictitious animal disease outbreaks in the state as they are presented to achieve exercise objectives. All players receive information at the same time.
11
Exercise Evaluation Written After Action Report /Improvement Plan
Input based on Exercise objectives and expected outcomes identified by the exercise planning team, and documented in Exercise Evaluation Guides (EEGs). Hotwash – Participants have an opportunity to review the objectives. Voice their opinions on the exercise design and conduct. Participant Feedback forms. Evaluator observations, analysis, and recommendations.
