1. Types of indicators - needs
Activity monitoring progress against work-plan & payment targets first indicator of challenges, issues. Financial monitoring progress against budget indication of smooth funding flows to achieve project finance plan Donor monitoring progress against project targets prove success with donor Development monitoring progress against development objectives long-term justification for involvement Indicators

2a. Activity monitoring – work-plan 1/2
Awareness activities Village meetings (with posters & flyers) – hardly started, material missing Media (TV & radio) – not started, content support required (fact sheet) Demonstrations (markets, model farmers) – hardly started, linked to training Vaccinator material LN containers – some have been acquired, still short Cooler boxes and ice packs – some have been acquired, still short Vet gear (ear tag applicator, drenching gun, weight band) – some acquired Vaccinator training First round of training partially completed – numbers generally achieved Indicators

Distributor payments depend only on achieving delivery targets Vaccinators trained and documents (most training survey sheets delivered, some trainings out-standing) Vaccine doses delivered and documented (vaccination records) ¾ distributors vaccine import still ongoing! 3a. Donor monitoring – USAID & BMGF
USAID – Feed the Future (FtF) Standardised project indicators to enable synthesis of wide variety of projects Focus on people reached (trained, using technologies, organised in groups, involve private sector etc.) 9 indicators agreed at project inception BMGF Few core deliverables Focus on technology dissemination: “ITM vaccine doses delivered” Indicators

Different information to “farmers implementing ITM”; should we record awareness here? Individuals trained Straight forward: training registration and survey, documentation coming Disaggregation by type (producer, service provider etc.) & gender Targets – 2016: 104; 2017: 100 Current: 193 – disaggregation partially missing Farmers implementing technology (i.e. vaccinating with ITM) Extracted from vaccination records – but no specific farmer registration Disaggregation by new/continuing, gender, location (rural/urban) Targets – 2016: 2000 (new); (new) & 1500 (continuing) Current: 875 (847 from 1 distributor, but no gender disaggregation) Indicators

FtF indicators 2/3 Organisations benefitting (private, ngo, cbo etc.) Plan to link vaccinators to local organisations; no specific documentation; so far mainly distributors themselves Disaggregation: type, new/cont. Targets – 2016: 10; 2017: 13 Current: ? (1 distributor already linked to 12 farmer organisations) Members of benefitting organisations Only possible when partner organisations identified – little documentation Disaggregation: organisation type, gender Targets – 2016: 200; 2017: 260 Current: ? 3e. Additional indicator
Animals vaccinated Although not included as standard FtF indicator, this is critical to assess coverage and disease protection Disaggregation: Location, breed type, production system, age class Targets: No FtF targets, project target: 305,000 (!) Current: 31,043 doses recorded Animals: 89% beef/pastoralist; 88% calves; 98% indigenous Farmers: 81% beef/pastoralist But currently data only 1 distributor! Other distributors used vaccine for training/demonstration, no documentation shared so far. Indicators

4 Conclusions Revisit/focus on activity bottle-necks
Push for awareness activities while vaccine importation is on-going Make every effort to get vaccinations going Get business partner organisations on board Improve communication to identify and deal with bottle-necks fast Ensure documentation Project progress exists only if documented Use standard reporting forms for all activities Support local staff for data collection, entry, sharing Indicators
