5 years before the Millenium?
What happened? What happened 5 years before the Millenium? In 1995 Mars Company, the makers of M and M introduced the blue M and M. You know the M and M the small chocolate that melts in your mouth and not in your hand. What was all-together different was the way they decided to change. It was a new approach to marketing in which they asked the consumers to decide. Through the new developing media they reached 10 million consumers and over 50% voted for blue. That was a significant new outreach and a radical change for the M and Ms. That was in 1995.

Questions Responses Is there a law or an official agreement that organizes efficiently the production of sector statistics? Yes No Law exists that creates and mandates a National Statistical System (NSS), and it names the National Statistical Office (NSO) as the leader The law exists and is followed The law does not exist but the NSO acts as the leader The law exists but is not followed The law does not exist and the NSO does not lead the system One example of many questions…but due to time constraint let me just take one subject, (Statistical Law) and the questions and responses from two instruments. These are two questions (two flavors) that have common ingredients.

Website Publication Metadata TASC NSO has an official website that is regularly updated and maintained? Statistics and publications are released on a pre-announced schedule Metadata associated with each census or survey exist and are available to the public upon request SShot Is the usability of the NSI website for different groups of users regularly tested? Is a release calendar (comprising main statistical outputs) published in advance? Is there a standard metadata format for the statistical output? STEP Does the NSO have/manage its own website? (Split) Are these website regularly (weekly or monthly) updated? Is a release calendar (comprising main statistical outputs) published in advance by the NSO? Is there a standard data or metadata format? SCI NSO has an Advance Release Calendar and it is published? Metadata is available providing definition, methodology, standards or classifications for existing data series PARIS21: Statistical Evaluation and Progress (STEP) reuse and remix and revising. It would be much easier if the content was on-line and machine readable. Our flavor and we were trying to use common ingredients. We were not going to invent a new assessment. Use in a variety of ways Revise Adapt, modify and improve Remix Combine two or more Redistribute Share with other Open content is a developer concept that exists and coined by a guy named David Wiley back in 1998 (in the 3rd year of the Blue M and M) and it deals with web based content. This is exactly what we found ourselves doing with the STEP. Except it was difficult and cumbersome. Questions were not easily available on-line…
