INTRODUCTION Achieved The planned quarterly target was achieved
This presentation reflects the progress on the implementation of the 2nd quarter targets (July to September 2017) on the 2017/18 Annual Performance Plan (APP). A progress report on the targets not achieved during the 1st quarter is provided. The proposed corrective measures are monitored on a monthly basis to ensure implementation. The report was audited by Department’s Internal Audit Unit and will be submitted to the Minister for the Public Service and Administration (MPSA), National Treasury and the Department of Planning, Monitoring and Evaluation by 31 October 2017. Reported Progress Submit 1st quarter Interim Financial Statement to National Treasury by 31 July 2017 The 1st quarter Interim Financial Statements were submitted to National Treasury on 31 July 2017 Submit 1st quarter report on the implementation of the 2017/18 Annual Performance Plan (APP) to the Executive Authority, National Treasury and the Department of Planning, Monitoring and Evaluation (DPME) by July 2017 The 1st quarter report on the implementation of the 2017/18 APP was submitted to the Executive Authority, National Treasury and DPME in July 2017 Submit 1st quarter Internal Audit Report and 2nd quarter Risk Management performance reports to the Audit and Risk Management Committee The 1st quarter Internal Audit Report and 2nd quarter Risk Management performance reports were submitted to the Audit and Risk Management Committee in August 2017 Submit 1st quarterly report on the implementation of annual communication plan to the Executive Committee The 1st quarterly report on the implementation of annual communication plan was submitted to the Executive Committee in September 2017 6

Sub-Programme Office of the Director-General 2nd Quarter Target Reported Progress Reasons for the Variance Action to address the non-achievement of the 2nd Quarter Target Monitor the Department of Public Service and Administration’s (DPSA’s) compliance to internal and external Human Resources and Labour Relations Policy Prescripts and Procedures and submit quarterly reports to the Executive Committee by end of each quarter The draft 2nd quarter compliance report was compiled but could not be finalised by the end of September 2017 as some information was still outstanding There were still outstanding inputs required to finalise the compilation of the report The report has since been finalised and submitted to the Executive Committee in October 2017 7

Sub-Programme International Cooperation Programme 2nd Quarter Target Reported Progress Reasons for the Variance Action to address the non-achievement of the 2nd Quarter Target Submit Quarterly Progress Reports on the implementation of the department's Bi-lateral and Multi- lateral programmes to the MPSA The draft Quarterly Progress Reports on the implementation of the department's Bi-lateral and Multi-lateral programmes was compiled but could not be finalised by the end of September 2017 as some information was still outstanding The finalisation of the report took longer as some information was still outstanding The report has since been finalised and submitted to the Minister in October 2017 Legal Service Continue consultation process on the 2nd phase Public Administration Management Regulations The consultation process has not commenced The draft regulations are still being processed The Director-General has been requested to convene a meeting with the Minister and himself and Deputy Director-General: Research and Policy Analysis to discuss the matter 8

PROGRAMME 2: R&PA (2) 2ND QUARTER TARGETS ACHIEVED 2nd Quarter Target Reported Progress Consultation with stakeholders on the draft Strategic Framework for the Public Administration Norms and Standards Consultations on the draft Strategic Framework for the Public Administration Norms and Standards were made an extensive engagement with Department of Cooperative Governance and Traditional Affairs Consultation on the focus of the draft White Paper for Public Administration Transformation and Modernisation A DPSA Technical Working Group was established and two consultations meetings on the focus of the draft White Paper for Public Administration Transformation and Modernisation were held in September 2017 Conduct workshops to provide support to departments on the implementation of the revised Public Service Organisational Functionality Assessment (OFA) tool Workshops to provide support to departments on the implementation of the revised Public Service OFA tool were conducted with departments in 8 of the 9 provincial administrations 10

PROGRAMME 2: PR&A (3) 2ND QUARTER TARGETS NOT ACHIEVED Sub-Programme Integrated Public Administration Reform 2nd Quarter Target Reported Progress Reasons for the Variance Action to address the non-achievement of the 2nd Quarter Target Consultation with all Centre of government departments on the identified functional overlaps which do not support the policy direction of a joined-up government in terms of the Public Administration Management Act (PAMA), 2014 A presentation was made to the Presidency in September 2017 Consultations were not undertaken with all Centre of government departments due to the sensitive nature of the content and the need to take direction from the Presidency on the approach The Presidency has mandated the DPSA to continue with further engagements. Consultations with key Directors-General at the centre of government is scheduled for October 2017 11

PROGRAMME 2: PR&A (4) 2ND QUARTER TARGETS NOT ACHIEVED Sub-Programme Productivity and Efficiency Studies 2nd Quarter Target Reported Progress Reasons for the Variance Action to address the non-achievement of the 2nd Quarter Target The 2 identified departments capacitated by practical implementation on site on how to implement the Productivity Measurement Tool The Department of Social Development was capacitated by practical implementation on site on how to implement the Productivity Measurement Tool The Department of Agriculture will be capacitated in October 2017 as per their request None required 12

Reported Progress Submit a report on the average % of funded vacant posts on PERSAL to the MPSA The report on the average % of funded vacant posts on PERSAL to the MPSA was submitted to the MPSA in September 2017 Submit the framework for the Graduate Recruitment Scheme to the MPSA for approval The Framework for the Graduate Recruitment Scheme was tabled at Governance and Administration Cluster in September A submission with a Cabinet Memorandum was submitted to the MPSA in September 2017 Submit 2nd quarter report on the implementation of the Government Employees Housing Scheme (GEHS) to the MPSA The 2nd quarter report on the implementation of the GEHS was submitted to the MPSA in September 2017 Analyse information received from departments in order to establish which department are already or planning to utilise assessment mechanisms for non-Senior Management Service members An analysis of information received from departments was conducted 14

Sub-Programme Human Resource Planning, Performance and Practices 2nd Quarter Target Reported Progress Reasons for the Variance Action to address the non-achievement of the 2ndQuarter Target Provide support and guidance to departments on the implementation of the revised Senior Management Service (SMS) Performance Management and Development System (PMDS) The draft revised PMDS for SMS was submitted to the MPSA in September 2017 The implementation of the PMDS for SMS is dependent on Cabinet’s approval of the PMDS for Heads of Department (HODs) The Cabinet Memorandum on the PMDS for HODs is scheduled to be tabled in the next Cabinet meeting. Once Cabinet approval is obtained for the PMDS for HODs, the MPSA will approve the PMDS for SMS 15

Sub-Programme Labour Relations, Negotiations and Discipline Management 2nd Quarter Target Reported Progress Reasons for the Variance Action to address the non-achievement of the 2nd Quarter Target Submit 1st quarter report for 2017/18 on the average number of days taken to resolve disciplinary cases by all national and provincial departments to the MPSA The 1st quarter report for 2017/18 on the average number of days taken to resolve disciplinary cases by all national and provincial departments is being compiled Delays in departments submitting reports to DPSA Follow ups will be done with departments that have not submitted reports 16

Sub-Programme Employee Benefits - including GEHS 2nd Quarter Target Reported Progress Reasons for the Variance Action to address the non-achievement of the 2nd Quarter Target Develop and cost proposals for new round of salary negotiations The proposals for new round of salary negotiations can only be costed after organised labour has tabled its demands at the Public Service Co- ordinating Bargaining Council Costing can only be done once organised labour has tabled its demands. Wage negotiations are scheduled to commence on 16 October 2017 None required 17

Reported Progress Compile1progress report on the implementation of e-Enabled services The progress report on the implementation of e-enabled services was compiled in August 2017 Develop draft Information and Communication Technology (ICT) project implementation standards The draft ICT implementation standards were developed in September 2017 Analyse data and compile a report with primary findings on the improvements made by departments in reducing the cost related to Information Technology procurement within the public service The data was analysed and the report with primary findings was compiled in July 2017 Produce a report on the ICT security issues as identified by the Auditor-General of South Africa (AGSA) and Security Community A report on the ICT security issues as identified by the AGSA and Security Community produced in September 2017 19

Reported Progress Provide support to improve the quality and implementation of Service Delivery Improvement Plans through capacity building sessions to the identified 3 departments One-on-one departmental support was provided as follows: National Department of Telecommunications and Postal services in July 2017 National Department of Public Enterprise in July 2017 National Department of Tourism in August 2017 Free State Department of Education in September 2017 Furthermore, DPSA Cluster and sector-focused SDIP Technical support was provided and the following priority departments attended in August 2017: National Department of Tourism Free State Department of Education National Department of Human Settlements National Department of Public Enterprises Department of Telecommunications & Postal Services 23

Reported Progress Support prioritised departments to develop standards for the Batho Pele Principles Support to develop standards for Batho Pele Principles was provided in July 2017 to the following Departments: Human settlements Social Development Basic Education Transport Coordinate implementation of the Public Service Charter (PSC) by departments Consultations were conducted with the departments through the Batho Pele Forum (August meetings), visits to Departments and presentations at public gatherings. The speeches of the principals during Izimbizo and the Public Service Month programme highlighted the implementation of the Public Service Charter 24

Reported Progress Conduct a workshop with selected departments on the implementation of the Guideline on mentoring and peer support mechanisms A workshop on the implementation of the guidelines on mentoring and peer support mechanisms was conducted with the Office of the Premier: KwaZulu-Natal and the Department of Arts and Culture in September 2017 Conduct consultation with the relevant stakeholders to identify further category/ies of employees to disclose financial interests A consultation session was conducted with the Office of the Premier: KwaZulu-Natal Province in August 2017 Develop first draft of the policy framework for the management of Protected Disclosures (whistle blowing) by public service employees The first draft Policy Framework was developed in September 2017 26

PROGRAMME 3: LR&HRM (2) 1ST QUARTER TARGET NOT ACHIEVED Sub-Programme Labour Relations, Negotiations and Discipline Management 1st Quarter Target Progress as at 30 June 2017 Reason for Non Achievement Progress Update as at 30 September 2017 Obtain mandate for new round of salary negotiations Not Achieved A submission on the draft Negotiations Implementation Protocol (NIP) was produced in May 2017 and submitted to the MPSA in June 2017 The mandate can only be obtained following the approval of the NIP by the Committee of Ministers The Committee of Ministers approved the NIP in July 2017, but the mandate can only be obtained after the proposals by organised labour have been costed. Organised labour will table its demands at the next round of salary negotiations scheduled to commence from 16 October 2017 33
