Financing and Funding Goal 1: Finances and Funding Objectives/targets
First Nations communities have access to a comprehensive suite of financing options to meet community housing needs. Objectives/targets Each First Nations Housing Department is adequately funded. Financing and Funding Continued
First Nations Housing Departments and First Nations communities collectively, have access to appropriate and effective revenue-generating opportunities, including collective purchase options, First Nations owned pre-fab housing construction enterprise(s), and residential and commercial rental opportunities, among others. Federal government funding for housing is adequate (matches actual needs and assets), flexible, streamlined, easy-to-access, reasonable and is First Nations controlled. Capacity Goal 2: Capacity Objectives/targets
Empower and educate tenants; train, certify and value housing managers and staff. Objectives/targets Housing managers in all Atlantic First Nations communities are adequately trained and appropriately compensated. Housing staff in all Atlantic First Nations communities are trained, certified, trained and supported . Engaged and educated community members. Governance and Planning
Goal 3: Governance and Planning Housing decisions are planned, with community involvement. Interventions are considered holistically with other departments. Practices for community, leadership and administrators are fair, equitable and effective due to the consistent enforcement and use of clear policies. Objectives/targets All Atlantic First Nations communities have access to a comprehensive suite of housing policies and are working from a housing budget by 2027. Governance and Planning
All interested Atlantic First Nations communities have Comprehensive Community Plans in place by 2027, with 3 to 4 communities each year taking part in the Comprehensive Community Planning process. In these communities, Chief and Council housing priorities are set based on Comprehensive Community Plans. Community members are actively and regularly engaged regarding housing issues in an ongoing manner. Community members are actively engaged and empowered regarding housing. Housing Reform INAC is interested in obtaining ideas to reform housing delivery on reserve. The Housing Engagement Session was a start to create a vision and to identify areas of focus for housing reform. In the 2017/2018 Fiscal Year, APC aims to undertake an assessment to complement 2015/2016’s Housing Needs Assessment: Atlantic First Nations Housing Capacity Assessment. Capacity Assessment The primary goal of the AFHCNA, is to identify capacity constraints and development solutions within Atlantic First Nations Housing. The results of this assessment will identify the Atlantic Regions unique capacity needs, which will contribute to the National Conversation of Housing Reform and lead to program and initiative development. Provide a First Nation current snapshot into Atlantic First Nation Housing Capacity Needs. Empower capacity-building measures to improve current capacities of First Nation organizations and communities to manage, construct, and develop housing. Widen the opportunity for a greater longitudinal study on housing needs of Atlantic First Nations, as well as the success of federal housing initiatives.
