Telecommunications Act 1996, no 103 of 1996 Primary Objects of the Act: Promote the universal and affordable provision of telecommunication services Ensure that, in relation to the provision of telecommunication services, the needs of the local communities and areas are duly taken into account Encourage ownership and control of the telecommunication services by persons from historically disadvantaged groups Promote small, medium, and micro enterprises within the telecommunications industry

Encourage ownership and control of the telecommunication services by persons from historically disadvantaged groups What are the current ownership patterns and how do we fair since the enactment of the Act? Promote small, medium, and micro enterprises within the telecommunications industry What is the current level of ownership and participation of SMMEs

ICT White Paper Key Questions relating to the Digital Fund: What is the scope and application of the envisaged fund? What are the key major value chains applicable to the Fund? What would be the capacity of the Fund requirement to meet the needs of the local communities and black-owned SMMEs? What would be the major sources of the funds? What would be the relationship of the fund with other government institutions?

ICT White Paper Key considerations for the Digital Fund: It needs to bridge the ownership patterns of the sector It need to address the notion of radical economic transformation The needs of local communities must be addressed, not just from services provisions but from income generation and wealth creation Promote substantial ownership of key value chains by local entrepreneurs and entities Promote innovation and philosophical entrepreneurial models Rollout of services should result in increased licencing of local SMMEs Development of a clear and concise black industrialist model for the sector Collaboration with other key departments in changing trading laws to trap local income leakages from leaving townships and rural areas Provision of monitoring and measurement mechanisms
