Global challenges, Regional peculiarities
Growing population Natural resources Near Emerging markets Reduced growth rate Ageing population Lacking natural resources Far from emerging markets 3 400 Mh, 11 T$ 490 Mh, 16 T$ 450 Mh, 17 T$ 390 Mh, 3 T$ High growth rate Natural resources Protected & emerging markets Growing population Abundant natural resources Emerging markets October18th,2010 B. Two running experiments
Combating neurodegenerative diseases JPI (‘Alzheimer’) Definition of a comprehensive general programme (basic research/clinical research/health care and Social research) Still far from the market Towards an Article 185. Regular calls for projects or new initiatives such as joint trans-national calls for proposals will be launched. A Management Board made up by national representatives (member of a research ministry, the director or senior executive of a research agency or a national council ) is in charge of the coherence of the funding research project aligned with the Strategic research agenda SET-Plan EERA : JP activities related to the general themes defined by the SET Plan Broad spectrum from basic to pre-market research programmes Alternative way based on Mission oriented PROs (Public Research Organisations). Reciprocal opening of programmes and facilities. Characterised by a great flexibility. Activities financed on partners own ressources, so far. October18th,2010 B. Bigot – Joint Programming Conference

Public RDI actors and their role at MS/Regional and EC Levels
Member States & Regions EC Orientation Ministries Institutional bodies Programmation Agencies, Councils FP,ERANET Art.185,JPI Implementation PROs, Universities GAP Calls for projects… but do not fit all Collaboration between teams October18th,2010 B. Bigot – Joint Programming Conference

From Projects to Programmes and to Demonstration
Programming is: - putting COHERENCE between projects - Coherence between national, regional & EC RDI policies - a dialogue: innovation push & market pull - managing and sharing RISKS - driving research to SOLVE capability gaps EU added value: new funding scheme to share programme lines, research plants, to pool ressources and staff between the members of the Alliance, but also to give access to the programme, to open the infrastructures for any other research organizations, universities, industries. October18th,2010 B. Bigot – Joint Programming Conference

Structure further the COOPERATION specific program
Present EU RDI organization lacks an essential vehicle of coherence : Alliances of PROs Teams of Excellence Exploring new routes Demonstration under Industry Lead Joint Programming by Alliance between Public Research Institutes JTIs, EIIs ERC October18th,2010 B. Bigot – Joint Programming Conference
