Suppliers Suppliers CFR 21 section 21.137 Quality System
(c) (1) – Ensure that each supplier-furnished product or article conforms to its approved design; and (c) (2) Require each supplier to report to the production approval holder if a product or article has been released from that supplier and subsequently found not to conform to the applicable design data

The Production Approval Holder (PAH) should ensure that each completed product, article, or parts(s) conforms to the approved design data and is in a condition for safe operation. This applies to both domestic and foreign suppliers FAA Surveillance of Suppliers

The (PAH) may authorize the supplier to ship directly to the end user/operator. That authority must be in writing The PAH’s quality system must contain the procedure controlling the direct ship authority.

An applicant may use foreign manufacturing facilities located outside of the United States if the FAA finds no undue burden in administering the applicable requirements of the regulations.
