1 Erasmus+ KA2 project: Enhancement of study programs in Public Health Law, Health Management, Health Economics and Health Informatics in Montenegro Task 3.2- Creation of new and updated programs and courses curricula Prof.dr Ramo Šendelj 5th Coordination Meeting Agenda – Day I 17th October 2017 Ladies and gentlemen, According to the Agenda, I am going to present you draft version of the New Master study program and plan for involving new or updating curricula of the existing courses at undergraduate and graduate study programs at University of Donja Gorica. .

2 Introduction Existing similar Master study programs in USA, UK, IT, HU, SL, SRB Situation in Montenegro New Master study program: Finance and Management in Health Care Plan for new courses and updated curricula of the existing courses I divide my presentation in four parts: In the first part I will present you existing similar study program at universities from the United States, EU countries (particularly in the UK, Italy, Hungary and Slovenia), and University of Belgrade as university which is the best ranked university from the Western Balkan countries on the Shanghai list. In the second part of my presentation, I will introduce you with the main characteristics of the Montenegro, highlightening most important requirements or restriction that have huge impact for creating a new Master study program at University of Donja Gorica. In the third part of my presentation, I will recommend a draft version of the new Master study program Finance and Management in Health Care At the end of my presentation, I am going to present a plan for new courses and updating curricula of the existing courses on the undergraduate and graduate study programs at University of Donja Gorica.

3 Master Of Health Science in Health Finance and Management at John Hopkins University
Program is designed to give students a foundation in health finance and management through interdisciplinary study. Focus on: population health, patient-centered care, health economics, policy, data analytics and health system improvement. The MHS/HFM program prepares current and future health care workers to systematically address the critical and complex needs of the health care system. Now I am going to shortly present you master program at John Hopkins University named Master of Health Science in Health Finance and Management. This master program is designed to give US and international students a foundation in health finance and management through interdisciplinary study. Students will focus their studies on research topics such as population health, patient-centered care, health economics, policy, data analytics and health system improvement. The program prepares current and future health care workers to systematically address the critical and complex needs of the health care system. It is specifically designed to meet the needs of students from various backgrounds and experience levels including entry-level, gap-year medical students, as well as those with ongoing careers in the health-related professions.

Courses are grouped into two groups required and elective courses. Please be aware with courses which are highlighted with the red colour. These courses are recognized as suitable for master program in Montenegro.

5 MSc in Health Policy at Imperial College London
Two-year part-time program The Program consists of four teaching blocks, each lasting two weeks. Each teaching block has two modules – one a week. Six of the modules are core and two are elective modules. The research dissertation will be completed outside the teaching blocks. The next Master program is Master in Health Policy at Imperial College London. This two-year part-time program is designed for people working in the health sector such as Government officials, clinicians and employees of health insurance companies, consulting companies and healthcare industries. The Program consists of four teaching blocks, each lasting two weeks, over the two years of the program. Each teaching block has two modules – one a week. Six of the modules are core and two are elective modules. The research dissertation is one extended project that will be completed outside the teaching blocks.

The modules cover the following areas of health policy: Health systems and policy in developing countries Health economics for health policy Financing healthcare Health and society Innovation in healthcare Health service delivery Measuring and improving performance in health systems Leadership in healthcare Students undertake a research dissertation during the second year. 7 Master of International Health Care Management, Economics and Policy at Università Bocconi
MIHMEP is a one-year, full-time program. Professionals from health care sector, private industry  (pharmaceutical, medical device and biotech companies), government and international organizations or health care providers. The program consists of three terms: Core Courses and Specialization Courses, Fourth term: students participate in an internship The next Master program is Master of International Health Care Management, Economics and Policy at Università Bocconi. This program is a one-year, full-time program, aimed at professionals within the health care sector, private industry, government and international organizations or health care providers. The program consists of three terms when students take Core Courses and Specialization Courses. During a fourth term, students participate in an internship within a healthcare organization, public institution or private company in Italy or abroad.

The projects are carried out over a period of twelve weeks and require full-time commitment. During the internship, two tutors supervise students: one from the host organization and the other from the MIHMEP Faculty.

Two years program consists of: The basic courses module (24 credits) offers the basics of multi-disciplinary orientation and comparative analyses of healthcare systems. The professional core material (36 credits) includes the analysis of healthcare systems, institutions, services and technologies. The specialization in health economics preparing students to execute practical applications. The compulsory courses are as follow: methodology of economic modelling in health care; measurement of patient-reported outcomes; financing of health technologies; health technology assessment; Next Master program is Masters Program in Health Policy, Planning and Financing at Eötvös Loránd University, Hungary The basic courses module (24 credits) offers the basics of multi-disciplinary orientation of healthcare systems, and includes courses on health economics; health policy; health law and ethics; epidemiology, public health, etc. The professional core material (36 credits) includes the analysis of healthcare systems, institutions, services and technologies as well as the development of alternatives in decision-making. Two years program The Masters Program provides an economic understanding of healthcare and to knowledge about the organization of healthcare. Student will get a basic knowledge of accounting, finance, resource management, management tools, informatics and procurement of healthcare providers. The Masters Program gives a high level of professional competence in the field of management and economics in health. Next Master program is Master Program in Management and Economics in Healthcare at University Ljubljana This two years program provides an economic understanding of healthcare and knowledge about the organization of healthcare providers and the design of healthcare systems. Student will get a basic knowledge of accounting, finance, resource management, management tools, informatics and procurement of healthcare providers. The Masters Program gives a high level of professional competence in the field of management and economics in health.

The program was developed jointly by the Faculty of Medicine and the Faculty of Organizational Sciences of the University of Belgrade. Program had a financial support of the European Union, through the project "Training for Management in Healthcare in Serbia". Master program last one year, total of 60 ECTS The study program includes 10 mandatory and 2 elective courses, as well as final work. Next Master program is Master Program in Management in Health Care at University of Belgrade The program was developed jointly by the Faculty of Medicine and the Faculty of Organizational Sciences of the University of Belgrade, with the financial support of the European Union, through the project "Training for Management in Health Care in Serbia". Studies from the Management in the health care system last one year, and the program makes a total of 60 ECTS The study program includes 10 mandatory and 2 elective courses, as well as final work. The offered elective courses are: Methods and techniques in the assessment of the health service; Assessment of health needs; Health policy; Strategic management and change; Project Management; Leadership in the health care system; Managing Change in Health Organizations, Evaluating and Developing a Performance Management; Management and decision making; Cost analysis; Application of information and communication technologies in healthcare and Medical waste management.

17 Restrictions and Requirements of Montenegrin Education and Healthcare System
Number of citizens ( ) and number of public (23) and private healthcare institutions (12) Predicted number of enrolled students per year (10-15) One Master study program Master in Finance and Management in Health Care (Public health will be realised as opportunity through set of elective courses) The old Law for higher education in Montenegro defined Master study as 1- year program (total of 60 ECTS points) for students who earned at least 240 ECTS points. The new Law for higher education in Montenegro defines Master study as 2- years program (total of 120 ECTS points) for students who earned at least 180 ECTS points The New Law in Higher Education defined that program need to have 30% elective courses On the next slide is shown Restriction and Requirement of Montenegrin Education and Healthcare system. Requirements for enrolment: Previously achieved scope of undergraduate studies of at least 180 ECTS Previously achieved scope of undergraduate studies of at least 240 ECTS These students should follow only the second year of our new Master study program with obligation to follow several subject from first year depending on the previous diploma. Requirements for enrolment: The previously achieved scope of undergraduate studies of at least 180 ECTS points earned at an accredited institution in the field of health, law, economics, organizational, political or information technology. The students previously achieved scope of undergraduate studies of at least 240 ECTS points should follow only second year of our new Master study program with obligate to follow several subject from first year depended of the previous diploma.

This is two-years program which allow students who finish undergraduate or graduate study in total of 240 ECTS in the field of health, law, economics, organizational, political or information technology to follow only second year with obligation to follow courses from the first year if they did not have in on their undergraduate and graduate study program. Program allow the students to choose 4 elective course according with their needs and preferences.

Quantitative indicators 1 new accredited Master program at UDG (MSc in health economy and management) 1 PhD program renewed (updated) at University of Montenegro 25 courses/curricula updated/established, at 3 partner ME HEIs in public health fields at all levels at least 7 courses at BSc level (3 at UDG, 2 at UM, 2 at UNIM), at least 8 courses at SSc level (3 at UDG, 2 at UM, 3 at UNIM), at least 6 courses at MSc level (2 at UDG, 2 at UM, 2 at UNIM), , at least 4 courses at PhD level (2 at UDG, 2 at UNIM), Now let me move on to the last topics of my presentation. On the next slide you can see Proposed Quantitative inidcators of Improved educational system at national level in ME in interdisciplinary field of public health. During the project we need to create one master program at University of Donja Gorica. Furthermore, we need to renewed or updated one PhD program at University of Montenegro with courses in the field of Public Health. And we need to create or update curricula of 25 courses on undergraduate, graduate, Master and PhD level at 3 Montenegrin universities.
