i.e., we can pay our bills = stability. The City’s Near-Term Financing is in good condition. i.e., our ability to continue to pay our bills demonstrates strength to maintain and sustain levels of service! The City’s Financial Position measured by growth in Net Assets and Fund Balances is increasing. i.e., our strategies to improve our financial condition in the next decade are on the cusp of manifesting positive results = resiliency! The City’s Outlook for the Long-Term is Favorable
