Policy (plans) – 4 levels 1st level – a preparatory stage a prerequisite: 3rd stage of the teachers career development obligatory training prior to headship (needs to be specified) success at the tender – appointment as a head

2nd level – an adaptation stage minimum duration 2 school years support to beginning head (mentoring) portfolium, in-service training evaluation interview at the end of 2-year period (commission composed from both control, and support bodies) increased salary after succesful completion

3rd stage – a professional certainty duration 2-7 school years system support (networking) portfolium obligatory leadership training (completed until 5 years after start of this stage) – the form/content of training program under the discusssion increased salary

4th stage tenure (permanent employment) activities within the school as well as outside (professional community)
