3 MSU Overview As of Spring ,670 students, 3,599 FT/PT faculty, 1,753 FT/PT staff Expected growth over the next five years is approximately 700 students per academic year Projected growth by 2021 is to reach 24,200 students Value of MSU assets is $1.2 billion Fiscal Year 2017 total expenditures were $60.1 million There are 1,207 full time staff and 546 part time staff. There are 620 full time faculty and 1,226 part time faculty.

5 Procurement Overview MSU must adhere to the Montclair State University Act 4969 and other New Jersey State regulations, as well as its own policies FMS allows the Finance and Treasury Department to keep track of $4 million worth of transactions related to acquisition of goods and services FMS processed 29,943 requisitions during its first two years FMS maintains 8,576 active suppliers, and creates/maintains supplier files each month Processed approximately 95,716 payments to suppliers & students during its first two years Average 3219 payments per month through AP Student refunds

6 Bidding Practices Delegated Purchasing Authority (DPA) – Purchases below the public bid limit which can be done by the Requisitioner Request For Proposal (RFP) - Public bid is being advertised RFP Waiver of Advertisement - Not publicly advertised, but needs Board of Trustees review & approval Request For Qualifications (RFQ) – Only applicable to Licensed Professional Services (Example: Doctors, Registered Nurses, Architects, and Engineers); requires Board of Trustees review & approval New Jersey State Contract or General Services Administration (GSA) or approved government co-operative contracts. Please contact Procurement Services for assistance Overall, the objective is to obtain the best price and quality for the University’s needs with in the policies and procedures.

8 FMS System The Financial Management Solutions (FMS) system is used by Finance to capture all requests for goods & services purchased by MSU. It involves all areas of the University, such as Departments, Grants, Procurement Services, Accounts Payable, Budget

9 Requisition Process

10 Roles in FMS Requisitioner
Initiates request by completing requisition and selecting “Save and Submit” in FMS Supplier Provides the University with goods and/or services Approver Department Manager, Project Manager or Principal Investigator approves requisitions Specialty Approvers Approve IT, Printing, Grant Accounting requisitions Budget Department Budget errors must be brought to the attention of the Budget Department or Grant Accounting (if grant related) Procurement Approver (Buyer) Review and approve purchases greater than or equal to $250 Receiving Requisitioner MUST log into FMS to confirm the physical receipt of goods/services, before payment can be processed Accounts Payable Processes payment ONLY after the invoice with a PO and receipt number has been sent to Accounts Payable AND goods/services have been received in the system Approver has the ability to view the receipts

11 Purchasing Methodologies
The way we are allowed to request goods/services Under the MSU Public Research University Act 4969 the VPFT will approve waivers up to $499,999 which will be submitted to the next BOT meeting. All procurements over $500,000 must be approved by the BOT. Additional approved co-ops will be added to the Procurement website under Co-operative Contracts.

Search for Suppliers using Supplier ID OR Supplier Name Requisitioners can do this on their own. Can select different options for search function i.e.: contains.

20 If Supplier Not In FMS Requisitioner MUST complete shaded fields in top of the Supplier Create/Maintenance Form Send the form to the Supplier to complete and return with a copy of their W9 (or W8 if an international supplier) to the Supplier Create Team: NOTE: Upon receipt of complete documentation, allow up to 5 business days for supplier to be created Do not complete this form on behalf of the supplier The Supplier Create/Maintenance Form can be found at: s/procurementforms/Supplier-Create-Maintain-Form-Final-Rev pdf Suppliers must fill out the PO dispatch section. If a request to change an address or bank account is made by the supplier there must be a W9 or W8, and written confirmation of changes to be made. The Supplier Create Group follows up with the supplier for all changes to banking information.

Requisitioners MUST complete the shaded fields on the below form to expedite processing and notification of completion THIS IS IMPORTANT! In the event there is a problem with setting up a supplier the SCG needs to have a contact name and number. Foreign Suppliers are not to fill out this form. Form can be found on Procurement’s Website

22 If Supplier Is In FMS In the system please confirm:
Summary tab – Order Address, Remit To Address, & Status Contacts tab – Contact Name, , & Phone Number Custom tab – Year to Date Spend (YTD) Identifying Information tab – Government Classification for NJ State required documents If you find anything is incorrect, please submit a Supplier Create/Maintenance form to have the supplier information corrected. The reason the Requisitioner is asked to do this is because the University operates in a decentralized purchasing environment. The majority of the supplier interface is with the requisitioner. If you do not have access to the supplier file tabs you must submit to your manager a revised Security Access Form to be sent to the FMS Security Analyst.

Check Year-To-Date $ Amount The Requisitioner can use this tab to check on the Supplier spend YTD and know ahead of time if they will require a BRC, Chapter 51 or Affirmative Action Certificate. This will expedite orders, Procurement Services is available to assist.

$4,950 and above – Business Registration Certificate (BRC) $17,500 and above – Chapter 51 (Political Contribution Disclosure) $33,300 and above – Affirmative Action Certificate (AAC) Expand the Government Classification arrow Identify submitted certifications Cumulative across all University departments. No renewal for BRC, Chapter 51 approval is for 2 years, Affirmative Action is 3 or 7 years depending on number of employees. 2 years renewals (chapter 51) 3 years for companies and 7 years for individuals (AAC)

28 Creating a “Special Request Requisition”
Get quote(s) from supplier(s) – If applicable Determine the Supplier is in FMS Create requisition BASED ON the supplier’s quote Line items (goods/services being ordered) Description (MUST be detailed) Quantities (number of goods/services for EACH item) Supporting documents MUST be attached to the LINE of a requisition The “Ship To” field must be selected “Attention To” field must contain your name/bldg. code and room number/extension (30 character limit) information Select Purchasing Methodology (Include number) If you have a specific comment for the buyer, enter it in the “Approval Justification” field Two other types of requisitions, Internal & Punch Out Catalogs. Internal: tires, janitorial, copying services. A Special Request Requisition is for items and services not found in an internal catalog or punch out catalog. Such as: Microscope, Electrician or Software Punch Out: Grainger & W.B. Mason. All the items are already in the system for you. Requisition Settings can be used for multiple lines. Requisitions can be updated or canceled by the Requisitioner. Also, it is very important on any of the requisitions for the correct address to be selected and all Requisitioner's information ( name, phone, building & room number) to be included.

If you know the category, you can enter the number and select “Find”. If you do not know the category number but have a description, change the Search By to “Description”, enter in a description and select “Find”. There is a cross referencing guide for categories to accounts on the OneMontclair > Finance > Learning Resources page. The category is directly connected to the account number. A category is just the PeopleSoft version of the account number.

It states Quote! Quotes come before the purchase requisition – always unless there is an emergency.

Quotes should be obtained BEFORE an invoice No unit price of the order There are no quantities! It should state 1 for each advertisement. Also, it is an invoice.

34 Steps to Approval Submit requisition for approval
Requisitions up to $ are routed only to your Approver; $250 or greater are routed to your Approver(s) AND a Buyer Once approved, a PO is created then dispatched and a confirming is sent to the Requisitioner If not approved, an is sent to the Requisitioner indicating that either the requisition has been put on Hold (documentation is needed) or Denied for non-compliance with Procurement Policies Do not split requisitions to avoid obtaining quotes.

36 Approval Process - Requisition
Requisitions that are pushed back will go to the previous person in the Approval Flow. That individual will need to push it further back, so that it eventually gets to the requestor, if changes are needed to be made. To see the comments regarding the pushback, click the View/Hide Comments link within the Approval Flow. Click to view attachments Circled icon is where you click to view attachments. Click View Line Details to see specific Chartfield codes and item details. Process request – add comments for Deny and Hold BEFORE selecting button. Pushback

Click to add additional line(s) From Manage Requisitions, select Edit on Action Drop Down and click Go. Change Requests go through the same approval process as requisitions. Click a line’s description to Edit your req Price, Quantity, Category, and Supplier

41 Purchase Order Change Order
Only the Procurement Buyer can add new lines to a dispatched purchase order Purchase Order Adjustment Form at: treasury/procurement/forms Requisitioners must change other information (pricing, quantity, description) on a purchase order via Manage Requisitions > Edit > Go If the requisitioner adds a new line to a requisition where a purchase order has already been dispatched, a 2nd purchase order will be issued. The purchasing process is one requisition to one purchase order.

42 Receiving your Merchandise/Services
All purchase orders for goods/services must be received before payment can be released Receiving can either be partial or full Update system receiving for each delivery or completed service When an invoice is sent to AP and the goods/services have not been received in FMS an is generated and sent to the requisitioner reminding them to enter a receipt. Review what you have received against the packing slip provided with the shipment. ONLY receive the goods you physically have in your hands. This is especially important with W. B. Mason.

47 Invoicing Invoice(s) MUST be submitted by the supplier, with PO# listed, to Accounts Payable via If a requisitioner receives the invoice it MUST be sent to and it MUST include: PO number, receipt number, AND user’s name and phone extension Explain the system does a 3 way match and this is the reason the PO, Receiving & Invoice must match (line items, quantity, price) Invoices that are attached to the requisition are not automatically sent to Accounts Payable. You, must send the invoice via to Accounts Payable. Discuss the quarterly requisition/purchase order close process.

51 Manage Your Requisition Queue
Required to be done on a quarterly basis. Regular maintenance is an on-going task. Please reference the “Managing Your Requisition Queue” guide. Managed queues release unused, but reserved, budget dollars back to the department. Updated queues allow for better reporting and tracking of requests for goods and services. Purchase orders that are rolled over from the previous fiscal year will be closed after six (6) months of inactivity.
