COLLABORATION AND OUTREACH Draft proposal to develop stormwater program workplan and implementation strategy was developed by a multidisciplinary team from State Water Board and Regional Boards A collaborative process with stakeholders representing: environmental advocacy group non-profit organizations municipal, industrial, and construction stormwater permittees general public

DRAFT PROPOSAL Guiding Principles, Issues, Actions Guiding comments: Develop a strategic vision for the program with discrete goals Consolidate the overlapping tasks and priorities into implementable projects Leverage existing information and efforts Facilitate the collaboration of regulatory and non-regulatory interests Consider the creation of an Implementation Committee

Storm Water Strategy - Goals
Change the perspective of storm water as a waste or hazard, and treat it as a valuable water resource; Manage storm water to preserve watershed processes and achieve desired water quality outcomes; Implement efficient and effective regulatory programs; and Collaborate to solve water quality and pollutant problems with an array of regulatory and non-regulatory approaches.

Implementation Strategy Phases
PHASE I PROJECTS Will be initiated immediately Deliverables and project completion targeted within 4 years PHASE II PROJECTS Scope and priority will be influenced by lessons learned from Phase I Targeted for completion within 8 years of initiating the program PHASE III PROJECTS Targeted for completion within 12 years of initiation the program
