Are the interface between integrated school Proprietors and government, enabling the relationship to flourish. Facilitate the work of Proprietors as they fulfil their Integration Agreement responsibilities. Enthusiastically promote education with a Special Character as an essential choice for New Zealand families. We will: Work with NZCEO ( New Zealand Catholic Education Office) and AIS (Association of Integrated Schools) to ensure a co-ordinated approach to the development of policy and strategy. Continue to focus on comprehensive, quality service to all our members. Continuously monitor the health of the integrated schools sector. Scan and respond to our educational, political, social and economic environment. Progress and strengthen our presence and activities in key strategic relationships. So that: Graduates of our schools make a difference for good, locally and globally.

5 OUR VISION - Connecting and collaborating as Proprietors of Integrated Schools
The Association of Proprietors of New Zealand (APIS) will provide leadership and advocacy on behalf of the Proprietors of Integrated Schools to Government and its agencies and support its members through strong networks and excellent communication. BACKGROUND The Association of Proprietors of Integrated Schools (APIS) is the lead organisation for all state integrated schools. APIS is responsible for 331 schools with a range of special character. The New Zealand Catholic Education Office provides the Secretariat for APIS. APIS provides advice to Government on the issues affecting Integrated Schools and it advocates and speaks to Government on matters relating to the partnership created by the 2017 Education Amendment Act which subsumed the 1975 Private Schools Conditional Integration Act. KEY FUNCTIONS Legislation – Interpreting legislation and its relationship to integrated schools. Advocacy - Representing Proprietors interests. Property and funding – Ensuring that Integrated Schools can access funding available from Government. Support – Supporting Proprietors with advice and guidance in the governance. Special Character – Ensuring Proprietors have systems in place to safeguard their Special Character. Future watch – Providing advice to Proprietors about changes in policy or educational trends nationally and globally.

6 Our Strategic Actions/Tasks/Goals? 2017
Legislative – Monitoring legislative changes, supporting sector compliance and protecting Special Character. Strategic Plan Actions Aim: The intention of the PSCI Act 1975 is secured in the Education Amendment Bill. Legislation is tracked. Submissions and representations are followed up with MOE and Minister. APIS members are kept appraised of the changes and any implications for Proprietors. Aim: The implications of legislation relating to Health and Safety are monitored and shared. Proprietors are supported in interpreting the legislation. Advice is shared with Proprietors. A briefing for Proprietors is held each year.

7 Aim: APIS continues to monitor legislation relating to vulnerable children. APIS members are kept abreast of changes and expectations relating to the implementation of this legislation. Aim: APIS members who have responsibility for hostels are supported through conference and newsletter updates. A 2017 Hostels conference is run for members. Regular sharing is provided through the Video Conferencing network.

8 Advocacy – Maintaining the relationship with the Minister of Education, MOE, ERO, STA, Education Council and NZQA. Aim: Represent the Sector to MOE and Education Councils Report information to the sector from meetings with agencies. Work with Education Council on developing Practicing Teacher Criteria that can reflect Proprietor interests. Develop the relationship with STA for the development and delivery of training packages for Boards which supports the governance of integrated schools. STA and APIS complete package. Plan delivery and engage with the sector Review effectiveness and refine. Investigate video learning for some delivery. Ensure APIS has a voice on curriculum development. Maintain contact with NZQA and subject associations as required.

9 Property and Funding – Providing advice and support to schools around funding and property.
Aim: Represent and support Proprietors in making applications to MOE for funding or approvals relating to roll growth or new schools. Agenda items with MOE Officials on a monthly basis and report to Proprietors as appropriate. Aim: Liaise with MOE in relation to Policy 1 and Policy 2 rates. Negotiate and report. Aim: Maintain a current file of all documents relating to integration APIS office maintains records and supplies them to schools on request.

10 SUPPORT – Providing advice and advocating for members.
Aim Respond to requests for support from Members relating to advocacy or information. Convene support groups through video conferencing. Respond promptly to individual requests for information or support. FUTURE WATCH – Gathering information and data both national and internationally. Aim: Access data from NZQA and MOE to look at participation in the sector. Include information in relevant reports to APIS. Include information in Lighting New Fires Aim: Follow national and local population data and maintain a watch on the provision of education. Annually access stats from Government relating to demographics and sector performance in NCEA and National Standards. Aim: Accessing information from New Zealand and international sources that assists Integrated Schools to provide high quality educational opportunities. Share material from international and national services that create discussion about performance and raise achievement in Integrated Schools.

11 SPECIAL CHARACTER- Providing advice and support to Proprietors to enhance Special Character.
Aim: Provide advocacy and advice to Proprietors to support the authenticity of Special Character of schools. Develop further employment material that will support ensure Special Character can be considered in employment. Aim: Support opportunities for review and development of Special Character. Share resources Use ERO to help support good review practice. Aim: Support Proprietors in their plans to prepare teachers for future work in Integrated Schools Advocate with Education Council and other agencies for Special Character pre service training for teachers preparing for teaching in Integrated Schools.

13 Definition of a Boarder
The definition was based on the definition of a hostel. A number of schools have begun to adapt hostel life to meet modern family needs. Eg being on site for sports practice or study The MOE has acknowledged that they will consider each case. In Nga Tawa case the students stay for two days but they have sole rights to a dedicated room and space from which they can come and go during the day.

14 Audit Caution MOE have provided APIS with a list of schools who received an audit qualification. Auditors have asked a question about an aspect of the accounts. APIS intends to advise Proprietors of the alert so that there are no surprises if the issue escalates for the school. The MOE supply this information as part of the partnership between APIS and MOE and because we are part of the State network.

15 Important steps for Employment in Integrated Schools
Adjusting documents for appointment following changes in the act. We do not need to create a new Integration Agreement - there is an act that covers the transition from old legislation to new. It will take up to two years to get all documents showing new conditions in the act. It is important to ensure that job descriptions and conditions of employment describe Proprietor expectations around witness Special Character so that there is a platform created to discuss issues that may conflict Special Character. It is important to ensure that the employment documents don’t breach other employment legislation.
