FORENSIC MENTAL HEALTH SERVICES MANAGED CARE NETWORK An introduction
The Forensic Network

MEL 1999 (5) Health, Social Work and Related Services for Mentally Disordered Offenders in Scotland provides the basis for Forensic Mental Health Services in Scotland.

In May 2002 there was a review of The State Hospitals Board for Scotland “The Right Place, The Right Time.” This resulted in a letter from Ian Gordon, Director of Service Policy and Planning, outlining the need for a Forensic Network

Ian Gordon’s Letter stated:
“First requirement to improve services must be the establishment of a managed care network.” “..review the process for determining the right care for mentally disordered offenders.” “consider wider issues surrounding patient pathways .. including information systems, education and training, and strategic planning.”

Scottish Ministers also called for a new approach to Forensic Mental Health Services
“.. to bring a pan-Scotland dimension to the planning process for services .. to support the development of local services .. and to secure protocols to ease the management of patients through the system” Mary Mulligan

The Mental Health (Care and Treatment) (Scotland) Act 2003 will also impact significantly on Forensic Mental Health Services in Scotland As will the development of Medium and Low secure services

Andreana Adamson, Chief Executive of The State Hospital was invited, by Ministers, to lead the development of the network

Establish Oversight Group – Network Advisory Board
The Approach Establish Oversight Group – Network Advisory Board Develop Regional Multi-agency structures with links to NHS Regional Planning Groups Commission Short Life Working Groups where national guidance is required Develop The Forensic School – Teaching, training, research & workforce planning

Advisory Board A Forensic Network Advisory Board has been established with representatives from key stakeholder organisations

Regional Structure A regional structure has been established that is linked to regional planning groups, providing communication links between services

National Working Groups
A number of national working groups were established to provide national guidance where required. HDL (2006) 48 These resulted in Scottish Executive Policy Document, Forensic Mental Health Services issued in June 2006.

School of Forensic Mental Health
SoFMH School of Forensic Mental Health School of Forensic Mental Health SoFMH is in the early stages of development with completion of “New to Forensic” Education programme Plan now to establish network of trainers/mentors for delivery Working with Universities and Further Education Colleges on funding arrangements
