“Big Picture” Goal of the Training and Flying plans is to “standardize” mission request formatting More than half of CAP flying comes in these flying program areas that we control, and implementation this way has increased our flying Working toward a mirror image between Training and Flying Plan and what is in WMIRS Plans are built using a “Top Down” approach Regions should be using national goals to construct their plans, only adding new goals if critical to meet mission requirements Wings should be using Region and National goals to construct their plans, only adding new goals if critical to meet mission requirements

“Big Picture” Wings are strongly encouraged to engage their groups and squadrons when preparing their plans What about goals from a group or squadron level that don’t support Wing, Region or National goals? Plans are executed at the wing level; add a wing specific goal if truly necessary Discuss with your Region counterparts There could be ideas that we should be incorporating at a national level Use the free flow of information through the chain of command – information should be going up and down the line

“Big Picture” FY17 Flying Plan Implementation
Significantly more requested than anticipated available Training: $1.16M for $900K budget Would have been significantly higher if wing budgets were not limited up front So far this year 79% of training missions are from the plan as compared to 62% for all of FY16 Flight Evaluations: $574K for $500K budget Proficiency: $1.19M for $600K budget Cadet Orientation Flights: $1.65M for Subordinate Unit Inspections: $57K for $30K budget

2018 Training and Flying Plan Input Targets Regions – May 31st Wings – June 30th Plans are required to be submitted to the Liaison Regions by 31 July Missions cannot be imported for the new FY until approved; ideally changes required by LRs should be made quickly to allow for approval by 31 August

Use the data available…and don’t be afraid to look at past years as well Just change the plan year

Don’t take the path of least resistance Averaging throughout the year is not realistic Planned growth should be reasonable Know what your priorities are during a long CR

Consider what your flying really costs (it’s already there for you), inflation must be realistic – 2% recommended; fuel has not gone up a lot, and in some cases is lower than FY16 & 17

Plan some unfunded training missions for your critical areas up front to avoid unnecessary work later; you can always request funding later Discuss ideas with your regions and LRs before floating them in your plans Understand that annual missions beyond those funded by separate budgets will likely not be fully funded until later in the fiscal year, depending on if or how long we have to operate under continuing resolutions Expect additional scrutiny as we have all gained more experience Regions must review Wing plans NHQ CAP & CAP-USAF will be spot checking throughout the process Note: These plans are not places to try to get supplies, equipment or facility issues addressed
