ASSET: Aim of Project Little information is available about how adult social care (ASC) is provided in housing with care schemes. The aim has been to explore how best to deliver ASC, in order to maximise quality of life of residents and make the best use of resources. Adult Social Care Settings and Environment

9 ASSET: Commissioning Practices
Commissioning models complex, and differ considerably across the 5 local authority areas Key drivers: welfare reforms, direct payments, reduced funding, technology, wellbeing agenda, consumer choice New models of commissioning emerging in response to these drivers Different approaches to levels of need Contracting approaches diverse, but trend is ‘less block, more spot’ Adult Social Services Environments and Settings

FACS: Usually Substantial/Critical Balance (H/M/L): ⅓, ⅓, ⅓ High needs usually ≥ 10 hours pw Difficulty maintaining balance in highly-pressured areas Greater flexibility to accommodate low/no care needs in counties, and in larger schemes Adult Social Services Environments and Settings

Working in partnership with district councils, e.g. agreeing priorities and tendering approaches Low awareness of housing with care model among planners, developers, health and social care professionals Staffing issues: low pay, recruitment, retention, training Meeting need and demand in context of demographic and financial pressures Adult Social Services Environments and Settings
