In 1794, France and Great Britain were at war. The French were angry over Jay’s Treaty because they saw it as the Americans trying to help the British, so they seized American ships’ cargo bound for Britain. President Adams sent diplomats to France to try and resolve the dispute. French officials chose not to meet with the Americans, instead they sent 3 secret agents who demanded a loan and a bribe from the Americans in order to negotiate. The Americans refused. President Adams was furious. He referred to the French agents as X, Y, and Z and asked Congress to prepare for war.
