Uninspected Passenger Vessel (UPV) Enforcement

Purpose Identify and address any safety deficiencies
This pertains to vessel, vessel operator, passengers, gear… In a nutshell, the reason the Coast Guard would board you is SAFETY AT SEA

What to Expect Boarding Duration: approximately 10-15 minutes
More organized paperwork & gear = shorter boarding Keep ALL documents in a plastic-protected binder Flexibility: i.e. following the vsl to the pier/dropoff point prior to conducting the boarding (and after taking a head count) If you indicate a pax is working as a crewmember, be prepared to show drug testing program documentation We will remain nearby, but we will work with you as efficiently as we can to minimize the disruption of business --Document boarding as 4100 ( ) boarding --Summer 07 – due to time constraints of getting passengers back to shore to catch a flight, CG followed at a slow bell and kept vsl in sight, so that the boarding could be completed after the pax were ashore --If that happens, a head count of pax will still be taken prior to allowing the vsl to reach shore so that the pax regulations can still be followed (condition at the time of initial contact)

VERIFYING A COASTWISE ENDORSEMENT ON U.S. DOCUMENTED VESSELS 2) ENSURING THE MASTER HAS IN POSSESSION A VALID CG LICENSE (OPERATOR-UPV, MASTER, MATE) 3) ENSURING MASTERS AND CREW ARE AWARE OF DRUG TESTING PROGRAM ENROLLMENT REQUIREMENTS (IF PERFORMING FUNCTIONS DIRECTLY RELATED TO THE SAFE OPERATION OF THE VESSEL OR ASSISTING PASSENGERS IN AN EMERGENCY) 4) AN EMERGENCY CHECKLIST IS ONBOARD AND ACCESSIBLE

ENSURING PAX COUNTS DO NOT EXCEED 6 FOR VESSELS LESS THAN 100 GT'S OR PAX COUNTS DO NOT EXCEED 12 FOR VESSELS GREATER THAN 100 GT'S 2) ENSURING TYPE I PFD'S ARE ONBOARD (OR TYPE V IF WORN) 3) PASSENGERS WERE GIVEN A SAFETY BRIEF PRIOR TO DEPARTURE
