Example Requirement #1: Conduct workforce analysis, construct a competency model, identify gaps based on the analysis & develop/ implement a plan to close the gaps Example Requirement #2: Create a comprehensive staffing plan based on mission & strategic goals, then create an action plan aligned with the staffing plan for each of the next five years, create a communications plan to support a staffing initiative, & evaluate the results with recommendations for improvement throughout the lifecycle of a human resources project

The Scope KSA 3 Customized Customized Organizational Performance Improvement: Covers changes in business processes that are inclusive of how people are organized, support tools, & management practices Example Requirement #1: Organizational transformations, Change management plan Example Requirement #2: Redesign of administration process, Recommendations for IT systems support, Support a new transition process with: curriculum development, learning aides, learning events, & evaluate the implementation & assess cost efficiency of a new process.

The Scope Scope can span one or more KSAs for total solution
Labor categories can be added Ancillary Support can be added: Services: Specialize Labor & SCA Labor Products: Other Direct Costs (Material, Licenses, Equipment, Travel, etc.) Temporary staff augmentation capabilities to maximize government participation without affecting mission or service delivery (typically 12 months or less). How to Use HCaTS 1- Direct-Buy Requesting Agency conducts acquisition processes & Contract administration *Must obtain a Delegation of Procurement Authority (DPA) 2- Assisted Acquisition Services (AAS) OPM/GSA conduct acquisition services (Solicitation, pre/post award contract activities) & support services on behalf of Requesting Agency *CAF Fee: 2% Fixed + Additional AAS Fee based on Magnitute & Complexity *CAF Fee: 2% Fixed *GSA offers a Complimentary Scope review

Ordering Contracting Officers obtains DPA certificate by attending a training (90 min) OPM HC consultants provide advice in preparing the requirements to include: Scope/cost and small business advice, HCM best practices and policies, Performance measures/effectiveness of solutions Requesting Agency procure and administer the Task Order

How to Use HCaTS 2- Assisted Acquisition Services (AAS) Acquisition Planning & Requirements Definition Develop Solicitation & Compete Requirements Evaluate Proposals & Award Task Order Manage Projects and Administer the Task Order Close out Over life of the project COR/PM services, financial management, close-out, audit support, reporting 1-4 months (based on complexity & availability of agency SMEs) days from receipt of complete acquisition package (based on complexity)
