Conflict prevention approach
Chapter 31 Conflict prevention approach Montenegro supports all EU measures in the area of conflict prevention; Montenegro is fully aware of the necessity for a comprehensive approach to conflict prevention, which would encompass short-term and long-term development cooperation and aid as well as mediation and dialogue in addition to the conventional diplomatic, political and military instruments. Montenegro has no unresolved issues and disputes with its neighbors and is continuously fostering an intensive political dialogue with all the countries in the region. Therefore, it is ready to offer and provide its assistance in settling disputes among neighbors through mediation and dialogue; In accordance with the relevant EU legislation, Montenegro externally acts through cooperation and effective partnership both bilaterally and multilaterally, participates in CSDP operations and is fully aligned with EU measures. Chapter 31: EU Alignments The alignment of Montenegro to measures (declarations, demarches and common positions) of the EU in Brussels and in relevant international organisations is consistantly reaffirmed. As you can see the dotted line represents the CSDP over the conflict spectrum. The red line describes now the utility of military is increasing the closer to a « hard conflict » we get and the reverse with civilian assets. As you can see NATO has a much more significant role to play in a more war type situation. The interesting part comes in the synergies we potentially can achieve with a comprehensive approach but it also shows the difference between NATO and the EU CSDP. Of course there are no such things as the truth in a slide like this it only represents one idea of the relative utility. Mediation and Dialogue
Foreign, security and defence policy Chapter 31: Mediation and Dialogue Without discrimination to other CFSP instruments pertaining to conflict prevention, Montenegro: Takes a special interest in the EU efforts to strengthen its mediation and dialogue capacities; is willing to put into practice its experience in regional stability building, good neighborly relations, transitional justice etc. and thus contribute to the preventive diplomacy of the EU; would welcome any support to build up its mediation capacities and provide training to mediators and their staff and increase their readiness to act. Chapter 31 Counter terrorism Montenegro has no experience with terrorism groups. It has only international experience to draw on regarding prevention. Prevention and investigation experience has mainly been acquired through the exchange of information in the framework of police cooperation. Similarly, Montenegro has had no experience with responses to terrorism. Terrorism (Art.447) Chapter 31
(1) Anyone who, with the intention to seriously intimidate the citizens or to coerce Montenegro, a foreign state or international organization to do or not to do something, or to seriously endanger or violate the basic constitutional, political, economic or social structures of Montenegro, foreign state or international organization, commits one of the following offences: 1) attack the life, body or freedom of another, 2) abduction or hostage taking, 3) destruction of state or public facilities, traffic systems, infrastructure, including information systems, fixed platforms in the epicontinental shelf, public good or private property that may endanger the lives of people or cause considerable damage to the economy, 4) abduction of aircraft, vessel, means of public transport or transport of goods that may endanger the lives of people, M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Chapter 31

5) development, possession, procurement, transport, provision or use of weapons, explosives, nuclear or radioactive material or devices, nuclear, biological or chemical weapons, 6) research and development of nuclear, biological and chemical weapons, 7) emission of dangerous substances or causing fires, explosions or floods or taking other generally dangerous actions that might harm the lives of people, 8) obstruction or discontinuation of water supply, electric energy or another energy generating product supply that might endanger the lives of people. International cooperation
Chapter 31 International cooperation Montenegro signed most of conventions on terrorism adopted by the Organization of the United Nations and the Council of Europe. Montenegro also promotes cooperation in this area in accordance with: Resolution 1373 (2001), Resolution 1535 (2004), Resolution (2005) Resolution (2004) and other relevant UN resolutions, international conventions and other instruments. Montenego actively cooperates with the Anti-terrorist Committee (ATC) of the UN Security Council, established by the Resolution 1373 (2001). Montenegro actively participates in the Global Initiative to Combat Nuclear Terrorism (GICNT).
