Funding Flow Process WIA Discretionary (15%) Funds (Mar-Apr) Governors designee sets aside up to 15% from each WIA funding stream (adult, dislocated worker and youth) for statewide employment and training activities (Fed Reg 8/11/00 Subpart A, p 49355) Governor’s designee reserves no more than 5% (of total set aside) for state administration (Mar-Apr) (Mar-Apr) Systems Reporting Analyst, in cooperation with State Program Managers, develops budgets to carry out required activities (WIA Sec ) Governor’s designee reserves no more than 10% (of total set aside) for statewide employment and training activities (Mar-Apr) State Program Managers and Eligible applicants (LWIBs, partner agencies, service providers, etc. ) submit Request for Set-Aside Funding to carry out allowable statewide activities (WIA Sec 128(a) and 133(a)(1)) (Request submitted to by May 15 or Nov 15) 1 Request Denied Systems Reporting Analyst: (Jun 15-Dec 15) Assembles Review Team (composition depends on type of request); and Forwards recommendations of Review Team to Employment Services Director. Review Team develops recommendations for approval/denial to Employment Service Director. Employment Services Director reviews recommendations with Deputy Secretary WFS. Deputy Secretary WFS approves/denies requests. Deputy Secretary WFS immediately notifies applicant request was denied Request Approved Program Managers: (June 15-Dec 15) Sends request to Fiscal to transmit funding notice; and Sends request to Legal to develop grant agreement Legal: (Jun 15-Dec 15) Develops grant agreement; Obtains signatures of Deputy Sec WFS and eligible entity; Establishes official file; and Notifies Program Managers when process complete Fiscal: (Jun 15-Dec 15) Transmits funding notice to eligible entity; and Sends copy to Program Managers and Systems Reporting Analyst 1 Request for Set-Aside Funding Form is available at >Home>Divisions>Workforce Services> Application for Funding
