C-IED COI Background “Joint IED Defeat Information Sharing WG Report” 30 Aug 2006 (ASD/NII) Key recommendation was for JIEDDO, as the OPR, to implement the DoD Net-Centric Data Strategy “Report-Out from Counter-IED Information Sharing Tiger Team Effort” 22 Feb 2007 (DNI/CIO) Findings reinforced recommendation to implement DoD’s Net-Centric Data Strategy C-IED COI formed in June 2007 Enabling DOD, Interagency, and Multinational Information Sharing within the C-IED community

Implementing the DoD Net-Centric Data Strategy Becoming Dynamically Discoverable using NCES DoD Discovery Metadata Specification (DDMS) Discovery Patterns Interagency Information Sharing Initiative Universal CORE (UCORE) Weapons Technical Intelligence (WTI) Improvised Explosive Device (IED) Lexicon Technical Standards Collaborating on the maturation of core services such as the Content Discovery and Retrieval Specification 9

Weapons Technical Intelligence (WTI)
Improvised Explosive Device (IED) Lexicon Produced by WTI Integrated Product Team (IPT) Interagency technical advisory forum commissioned by the Directors of JIEDDO and the Defense Intelligence Agency (DIA). Developed by Subject Matter Experts (SMEs) from the DoD, DOJ, DHS, IC and allied nations. Provides conceptual framework and operational vocabulary addressing the IED threat worldwide. Improves the collection, reporting, and exploitation of WTI IED information at the tactical, operational, and strategic levels. Available July 2010.

IED Extension of DDMS An IED extension of DDMS to support Discovery:
Allows unique fields in databases to be mapped to the common standard Enables federated search and discovery The DMWG has established an IED extention of DDMS for IED-related databases based on the WTI IED Lexicon Types of databases implementing the standard: Significant Activity Reporting (CIDNE) Includes ISAF CIDNE (Coalition) Explosive Ordnance Disposal (EOD) reporting Includes JDIGS/Navy and EODIMS/USAF Intelligence IED Database (Harmony/NGIC) TTP’s of Terrorist IED Use (TRIPwire/DHS) Arson and Explosive Incidents (BATS/ATF) Forensic Analysis Reports (EXPeRT/FBI) Each database must map its fields relating to data in the metadata standard so that they can be searched by customers

C-IED Users discover content & services through the NCES Enterprise Search Discovery metadata with WTI IED Lexicon content is present on the Enterprise Catalog Federated Search includes Enterprise, COI and POR data sources C-IED Web services authenticate unanticipated C-IED users credentials with PKI (future) Users receive content based on their authorized access for the information (current) C-IED Web services produce information resources in a variety of Internet Media Types including XML and images (future)
