5 Where we are We are here

6 Recap Existing Conditions Key Issues: Safety
Functional Classification/Network Connectivity Standard Cross-Sections Operational Conditions Emergency Routes Access Spacing Standards Pedestrian/Bicycle Connectivity Objectives: Goal #1 Protect the function and operation of the corridor as a transportation facility of statewide significance. Provide for freight mobility between Redmond, Bend, and Prineville. Protect the function and operation of the existing local street network within the study area and maintain or improve local circulation. Connect to recreational opportunities. Goal #2 Avoid geographic constraints and sensitive environmental resources, especially rimrock, wetlands, and farmland, to the greatest extent possible. Minimize impacts to community facilities and institutions and minimize property takings and displacement of existing businesses and residences. Goal #3 Coordinate with future land use and transportation plans for the area. Consider phased development as well as projected ultimate build-out.

7 Safety January 2007 through December 2011 Crash Records:
415 reported crashes in the five-year period, 43% on Third Street 9 pedestrian and 8 bicycle crashes (all resulted in injuries) No fatalities reported; 44% of crashes resulted in one or more injuries

8 Safety Additional Safety Analysis Conducted: Main Street/9th Street
Deer Street/2nd Street

9 Functional Classification/Sections
Revisit cross-section standards for compliance with the Oregon Pedestrian and Bicycle design guide Develop consistent terminology within the Transportation System Plan as currently is in the Development Code Consider opportunities on wide existing streets for multimodal treatments or traffic calming

12 Year 2035 Results

13 What and where are the needs?
Look at safety treatments along 3rd Street Revisit City cross-section standards Main Street: Provide alternative north-south routes to reduce congestion north of 3rd Street with connections to Lamonta, Laughlin, and/or US 26 3rd Street: Develop alternative east-west routes to reduce congestion on 3rd Street from the “Y” to Knowledge St. Alternative access to SE Prineville (Juniper Canyon, OR 380)

14 Future No-Build Needs

15 Future No-Build Options

16 Draft TSP Goals & Objectives
General Goals Ensure a safe and efficient transportation system for all users. Improve access to the transportation network for all users. Integrate a multi-modal system throughout the community. Improve the local circulation system to reduce the community’s reliance on State Highways. Build and maintain the transportation system to facilitate economic development in the region. Improve system performance by balancing mobility, access, community growth, and Prineville’s identity. Minimize impacts of transportation system development on the natural and built environment. Objectives: Goal #1 Protect the function and operation of the corridor as a transportation facility of statewide significance.

17 Key Question Can changes to 3rd Street be avoided?
What strategies, by order of priority, should be undertaken to avoid changes? Parallel routes Management strategies
