2 Education: trends and challenges
Chapter III will concentrate on developments of the educational system and practices in Baltic countries during last 20 years. Common and particular trends in three countries will be examined and compared to the other countries in the Baltic Sea region and EU in general. The chapter will include three subchapters: Historical perspective: story of reforms during 20 years (about 25%) Current situation and development trends: data-based comparative analysis (60%) Challenges for future (15%) Authors: V.Ruus, A.Kangro, M.Heidmets, A.Matulionis, R. An historical perspective – an overview and comparison of main changes in educational legislation, policy and practice since Main dimensions to be comapred: New legislation and structural reforms (out of red corner, liberalization, emerging private sector ... Curricula reform ... Quality system (state examinations, international comparision, accreditaion , accountability ... Reform of the russian-language schools ... Governance and financing schemes (university autonomy, reform of the Academy of Sciences ...

4 Comparative analysis Current situation: comparative analysis - analysis based on indicators of Estonian, Latvian and Lithuanian education in an International context, including the following dimensions: Institutional context: school types, landscape of educational institutions Participation: enrolment, educational attainment, dropout, school leavers participation in lifelong learning Level of knowledge: PISA, TIMSS, Civic , PIAC... Subjective reflections: satisfaction of teachers and pupils/students Status of teachers ICT development International and language dimension???: minority education, student mobility Education and labour market. Employability, education and unemployment trends, in-service training Periodization of the development. Does the mid 1990s Baltic collpase have shaped education?

5 Future Challenges for future – comparative analysis of current issues, emerging trends and future strategies in a field of education in three countries.
