1 Policy,Planning and Marketing of Sport Title: Using examples from a range of countries, what are some of the motivations government have for its involvement in sport? Presented by Panagiotis Basourakos Sport

2 Introduction My intent in this paper is to examine if there is a connection between government and sport. I will identify the major reasons why governments become involved in sports and discuss the critical issues associated with government involvement in sports. I will show that sport, rather than being a mere phenomenon, plays an integral part in the functioning of our societies. Then I will move to a consideration of the specific role that governments have in sport. Sport

3 Significances of sport
As well as providing participants and spectators with years of enjoyment and entertainment, sport makes a significant contribution to our economy, our environment and our society. For a whole host of reasons – from promoting urban regeneration to protecting the countryside – everyone has a stake in the well-being of sport. Sport

4 European Governments and Community institutions have discussed the social significance of sports a lot and particularly its role in forging identity and bringing people together. The inclusion of a Declaration on Sport in the 1997 Amsterdam Treaty gave a strong political signal about the new importance given to sport and its values by the Heads of State and Government. Sport

5 The most governments have a view to the promotion of sport as an important factor in human development Turkey has an article related to sports in her Constitution “The Netherlands on the Move” Germany has been implementing a sports promotion plan, ”Golden Plan” for better provision of sports facilities, as well as “Sports for Everybody” The Swedish Government presents the guidelines for a national sport policy “A Sport Policy for the 21st Century” The English Government’s current strategy for sport focuses on increasing both participation levels and the number of world-class performers. This strategy is set out clearly in the 2000 paper A Sporting Future for All, The Government’s Plan for Sport and the Quinquennial Review of Sport England, 2001. Sport

6 Promotion of foreign policy Social development, welfare and health
The most countries of the world have some form of sport policy which include the following objectives: Social cohesion Economic development Promotion of foreign policy Social development, welfare and health Sport

7 Social cohesion health education focusing on certain values through physical education management of risk groups (e.g. young people) promotion of national unity Sport

8 Economic development construction of sports facilities
encouragement of private sponsorship position in international competition Sport

9 Promotion of foreign policy
diplomatic pressure (boycotts, etc.) bringing nations together and co-operation (e.g. Commonwealth Games, Jeux de la Francophonie) promotion of a country's international image Sport

10 Social development, welfare and health
promotion of sport as an instrument for promoting good health reduction in inequality of access to sports facilities promotion of equity (male/female, minority groups, etc.) Sport

11 Government involvement increases when sport becomes complex
sponsorship, organization, costly facilities belief that sport needs outside regulation so that interests of all are protected Sport

12 Emphasizing Values and Orientations Consistent with Dominant Political Ideology
attempt to shape people's values e.g. get people to value discipline, loyalty, determination e.g. Soviet government's use of sport to emphasize collectivism, teamwork, comradeship e.g. capitalist countries' attempt to promote connection between success and hard work (e.g. individualism, competition, etc.) Sport

13 CAN SPORTS AND GOVERNMENTS BE KEPT SEPARATE?
