I AM PROUD OF EVERYONE IN THIS ROOM…YOU ALL REMAINED PROFESSIONAL DURING THE LAST YEAR DURING OUR TOC PROCUREMENT. You helped us get our Operations Program where it is today. We are taking a different path. URS, Telvent, Transdyn and Open Roads are good partners and we will continue to work one many initiatives together. Like any competition, there is only one Winner. I can tell you that many states are interested in performing similar efforts. They are interested in our RFP and you will have the opportunity to compete again. 8/7/2018 The Everyday Story of Operations First, let me tell you a Story. You are on your way to work. BANG! Someone hits you from behind. You immediately dial 911 on your phone. Dispatcher: Where are located? YOU: I am on I-95 northbound, just north of Richmond. Dispatcher: Do you know your mile marker? YOU: I just past I-295. Dispatcher: Do you see a little green sign with numbers on it? YOU: Yes, 85.2. Dispatcher takes your remaining information and says they will send someone to you. Dispatcher types this information into their computer (CAD) and dispatches closest trooper. Richmond TOC Operator receives an ALERT on their computer about your crash. Operator uses the closest camera to verify this information, which is just beyond camera view. Richmond TOC looks on their computer to see what Safety Service Patrol (SSP) driver is closest your crash. A SSP is currently on I-295 headed your way. The TOC reroutes him to your location on I-95 because the normal SSP driver is at another incident. Richmond TOC posts a message on an electronic message sign, “ACCIDENT, 4 MILES AHEAD, RIGHT LANE CLOSED.” Richmond TOC updates their software, which automatically updates 511 with your crash. SSP Driver arrives on-scene within 3 minutes of your call and positions himself behind the crash. EMS arrive at the same time. VSP arrives 2 minutes later. SSP Driver provides an on-scene assessment back to the TOC Operator. “2 vehicles, PDO, no injuries, right lane blocked. Traffic backed up ½ mile.” Richmond TOC updates software, which updates 511. VSP arrives and authorizes both drivers to move their vehicles to the shoulder. The other driver’s car has trouble starting, so SSP driver pushes vehicle to the shoulder and helps restart his vehicle. VSP writes a ticket…

Upcoming ITS / Operations Project Activity Six Year Plan Update
The recently passed Transportation Bill (HB 2313) provides dedicated revenues for “smart roadway technology” § of the Code of Virginia governs the allocation: “The Commonwealth Transportation Board shall allocate an amount determined by the Board, not to exceed $500 million in any given year as follows: ….. five percent to smart roadway technology, provided that, at the discretion of the CTB, such percentages of funds may be adjusted in any given year to meet project cash flow needs.” Allocations end July 1, 2020 “Smart roadway technology” are those projects or programs identified by the Board that reduce congestion, improve mobility, improve safety, provide up-to-date travel data, or improve emergency response 5

Current & Upcoming Contracting Opportunities
Status Statewide Tunnels, Movable Bridges and Customer Service Center O&M Staffing and Support Proposals due June 14, (RFP # FH) Estimated Intent to Award: August 20, 2013 Planning to award two separate contracts: Northern, Central and Eastern Region Operations Southwest and Northwest Region Operations Virginia Infrastructure Physical Security Enhancement Program (VIPSEP) Current contract expires December 2013. Replacement contract under development. Regional ITS Deployment Contracts Regional on-call contracts under development for deployment of common ITS assets (cameras, DMS, detectors, fiber…). First contracts to be advertised December 2013. Traffic Engineering On-call Consultant Contracts Eight NEW contracts to be advertised in FY14: Two Statewide Contracts for Central Office Five to Six Regional Contracts Total approximate value : $18-20 Million/Year I-95 Fiber Optic installation (James River Bridge to Belvidere St.) Currently under advertisement (UPC ). Bids due June 26, 2013.
