3 SAF/LL Roles and Responsibilities
Director of Legislative Liaison advises and assists SECAF and CSAF on legislative affairs and Congressional relations … (AFPD 90-4) Promote SAF/HAF Staff, MAJCOM, NAF, WG/CC Hill engagements Coordinate w/OSD, Joint Staff, Military Service’s Legislative Affairs Foster shared understanding with Congress Advise on legislation impacting Air Force Coordinate response to Congressional letters, reports, and constituent inquiries Support nomination/confirmation process Facilitate Congressional hearings Advocate for President’s budget Execute/Coordinate Congressional travel

Timely, credible, transparent, and consistent engagement with stakeholders is critical to long-term success Speed is critical … communication processes cannot operate effectively under the “normal” staff battle rhythm Context is important and requires the active engagement of commanders, SMEs, and others Engagement must happen early and often, across multiple channels / audiences Listening and seeking advice is critical to building effective partnerships … it’s OK to engage decision makers / influencers well before the program/decision is “fully baked” Effective media and legislative engagement is the backbone of transparency and credibility … we will increase access, frequency, and opportunity Airmen are the experts and must be empowered to engage … we will accept risk in order to engage proactively
