2. Urban Strategy Goals (1978)
Urban straegy
(1) increasing employment through environmentallysound industrial and commercial growth; (2) improving the quality of public schools; (3) providing an adequate supply of affordable housing in both cities and suburbs; (4) curbing wasteful urban sprawl and directing new development to existing cities and suburbs; (5) protecting the state's natural environment, particularly the land and air and water quality; (6) revitalizing central cities and neighborhoods and eliminating urban blight; (7) protecting the most productive agricultural lands; (8) encouraging land-use patterns in a manner to stimulate necessary development while protecting environmental quality; (9) improving the efficiency of government and limiting taxes to the lowest practical level; (1 0) encouraging effective local law enforcement; (11) providing an adequate transportation system, including both public transit and well-maintained streets and freeways; (12) providing recreational and cultural activities; (13) guaranteeing needed social services, such as health care, job training and adequate unemployment and other financial assistan .

Renew and maintain existing urban areas, both cities and suburbs.
Develop vacant and under-utilized land within existing urban and suburban areas and presently served by streets, water, sewer and other public services.
When urban development is necessary outside existing urban and suburban areas, use land that is immediately adjacent.
