1 Monitoring and Enhancing Women Land and Forest Rights through Open Administrative data in India
Pranab R Choudhury

2 Land Governance in India:
Historical influence, Geo-political realities, Governance pluralities, Decentralized innovations Center, State and Community Governance Differential land Records management : (Ryotwari, Mahalwari, RoR, RTC) Diverse state competence : levels of digitization, coverage, updating and integration Diverse Access : language, state policies Emerging new data through Community mapping and crowd sourcing Diverse datasets and Standards Open datasets Government : Population Census, Agriculture Census, SECC, Statistical handbooks, lspecific land disputes Non-Government: IHDS, NFHS Closed, differential access, yet Big data sets Computerlized land records in different states Gray, partially documented information (data and literatures) Research papers Land related News Survey Reports : Projects,Schemes by NGO, Government, Private Sectors

3 Monitoring Land Rights using open land data (2014 onwards)
Attempts to use open administrative data for monitoring two land indicators Women’s land rights (target 5a) in the context of SDGs by analysing different data sets for effective and periodic monitoring of WLR in India Mapping Forest Rights potential using Census data, in the context of FRA, 2006

4 Women’s Land Rights Monitoring using Open Data in the context of SDGs
Assessed potential and limitation of UNSTAT prescribed the data sets and FAO’s GRLD data Analyzed potential Open Data sets : Agricultural Census, IHDS, NFHS, Population Census, SECC (Socio-Economic Caste Census, 2011) Explored comparative appreciation and scope of using in combination in the context of SDG Underlined the implications and risks with Digital land Records data Done with support from the World Bank

5 Using Open Source Agri-Census Data

6 Key Findings: Women Land Rights
Women operate 12.8% of operational holdings that constitutes 10.34% of the area of holdings. Average size of women’s land holding is 0.93 ha, in comparison to 1.18 ha for male and 1.15 ha for all. Southern states have better land rights of women

7 CFR Potential Mapping Following reformist Forest Rights Act, 2006, there was a need to have a target for admin levels to gear up rights recognition Used Forest Survey of India (FSI), 1999 and Population Census data to assess forest area within villages. Harvesting and Analysis of VD data sets of Population Census 2001 (Village Directory) Adding customary forest areas of NE states, not covered under FSI. Revalidation through Independent analysis of 1991 census data Generation of QGIS maps (upto district level) Done with support of RRI

8 The recognition of CF/CFR Rights provides the Indian state with a historic opportunity to implement the largest land reform ever in India. At least 150 million forest dwelling people have gained the opportunity to have their rights recognized over a minimum of 40 million hectares (mha) of forest land that they have been managing, using, and interacting with in more than 170,000 villages In 120 districts, located in the tribal areas of central India, > 40% of the villages have forest land They have a tribal majority, are conflict prone areas, and strongly overlap with regions affected by left wing extremism.

9 Data Monitoring and Policy Links
Most data sources lack desired disaggregation and granularity; have own vocabulary, standards and practices Regional differences in WLR status can be linked to following policy/administrative reasons: Implementation of Hindu Succession Act 1956, by the states Provision of reduced stamp duty for women in registration of propertyn Presence of active Civil society organizations and women’s organizations in the states etc CFR potential map has led to Enabled implementation focus on CFR Provided State and Non State Actors with a target/number to look at
