17 challenges Low capacity (financial and technical) of consultants and contractors engaged by LGAs to undertake water works Low capacity of LGAs water experts on the design of water supply schemes/projects High O&M costs especially electricity bills (energy) High water loses due to outdated infrastructures (NRW) Low number of water meters in urban water networks Lack of water treatment plant in Kasulu and Kibondo (high turbidity)

18 challenges Shortage of water experts in all LGAs and RS (shortage 76%)
Ineffective supervision of water projects especially for LGAs supervising projects of other LGAs (Case Kibondo DC vs Kakonko DC, Kasulu DC vs Buhigwe, Kigoma DC vs Uvinza DC) Lack of vehicles and other technical tools/equipments for new LGAs’ water departments Low capacity of communities (COWSOs/VWCs) to manage rural water supply schemes (there is a need to have extension workers at least at ward level)
