2 BRR is responsible for the rehabilitation and reconstruction programme
BRR’s Role BRR is responsible for the rehabilitation and reconstruction programme AS A WHOLE Including; Facilitating operations of Donors, NGOs, Line Ministries, Local Government, Implementing and Delivery Partners Coordinating programmes Channeling funds to ensure they are used most effectively Ensuring transparency All of the above includes funds from the APBN. Due to increased funds being channeled from the APBN through the BRR, more emphasis as been put on ALL OF THE ABOVE .

Recent and ongoing developments in order to make BRR a more effective organisation also further enhance its role as a coordinator and facilitator. These developments are; Office of the COO Regional Offices Account Managers Agency Services Tim Terpadu Anti-Corruption

5 Office of the COO – a positive change
Proposed advantages of the new Office of the COO are: Maintain clear overview and coordination of entire reconstruction program as BRR extends its scope into implementation activities Enhancement of cross-sector coordination; More effective and consistent management across BRR sector groups; Leadership and management of BRR’s decentralisation into regional offices; Improved integration of cross-cutting issues, such as the environment and gender.

6 Regional offices - Ensure practical on the ground coordination of OFF and ON budget programmes
Administration Establish office Record and report issues arising in stakeholder meetings Represent BRR with stakeholders in the region Provide information to stakeholders about BRR Coordination Communicate reconstruction program to stakeholders Lead coordination meetings Assist in avoiding overlaps and filling gaps Understand and communicate reconstruction needs Operations Coordinate disbursement of BRR funds Monitor and evaluate BRR satker Settle problems faced by BRR projects Facilitate release of useable land Manage Ops Centre unit in the region Prepare region’s program for following year’s budget Capacity building Assist local government in establishing policies and programs Work to prevent collusion, corruption and nepotism Work to support and strengthen civil society Work with the local government in coordination and program implementation Prepare an exit strategy for BRR While BRR develops regional offices, UNORC provides support & capacity gaps where necessary
