3 How we deliver for London
More than 30 million journeys on our road and public transport networks every day Since 2000, the public transport mode share for London has increased by 10.6% We are delivering one of the world’s largest programmes of transport capital investment HOLDING PIC – WAITING FOR KEVIN S TO PROVIDE PAN TFL We manage the 580km of London’s busiest road network and 6,200 traffic signals

5 How we are funded Funding- very important at the current time.
Majority of our funding comes from fares (40%). Fares increases have been maintained at the Retail Price Index rate in 2014 and a real terms fares freeze. Our Business Plan assumes that fares will increase at the rate of Retail Price Index plus 1% each year from 2016 to 2021. Grant funding currently makes up 23% DfT investment grant, which is used solely for capital improvements to relieve congestion, improve reliability on key routes and provide a good fit with UK transport policies. Central government has provided a funding commitment to 2020/21 The revenue grant which subsidises operations (buses) was previously £700m per annum and this is being phased out completely at the end of this financial year. Over 5 years this means we have to find £2.8bn, hence the TfL Transformation programme, to drive down costs and ensure financial sustainability We are developing a strong track record here. In 2016/17, we forecast to save £195m in our operating costs against the budget, through a number of actions including better deals with suppliers, reprioritising IT projects, reducing layers of management and relying less on agency staff. We have established a commercial development team who are generating vital non-fares revenue through activities such as property development, advertising, sponsorship and retail. The current target to be delivered from Commercial Development is £3.4bn by 2023/24

7 Accessibility 26% now 14% more by 2022
We are not where we should be in terms of accessibility on the Tube and we’re determined to improve that. 26% step free now, we will achieve 40% by 2022. We currently have 70 step-free stations on the Tube network and the Mayor has challenged us to be more ambitious and make 30 more stations step free by the end of our current Business Plan Our Business Plan confirmed £200m confirmed investment in step-free access on the London Underground over the next five years. Investment will bring the total number of step-free access stations on London Underground to more than 100 stations Over 200 step-free stations across our network, including Overground, DLR and Tramlink TCR became step free in February, Victoria station is now step free [new lift at Cardinal Place entrance] Step free access at Harrow on the Hill and Newbury Park stations has been confirmed - with work brought forward to 2017. After a successful innovative trial we’ll also be rolling out the ‘Please Offer me a Seat’ badges for people with invisible disabilities this year

11 SFA Engineering Review
LU should adopt the low-cost lift specification where assessment determines it’s feasible LU should consider what elements of design could be delivered more efficiently by developing standard designs (e.g. foundations, lift structures, standard material palettes) LU should consider at the earliest stages of each project, build off site opportunities LU should review the need to provide a dedicated secondary means of escape (SME) LU should develop in-house design capabilities setting-out core design principles and requirements to ensure a consistent approach to design

13 Key Principles “Nobody in London should be denied the opportunity to make the most of what it has to offer – in work, travel and leisure” Mayor’s manifesto 1. Provide Step Free Access (SFA) with at least 15 stations in use by May 2020 and a minimum of 30 stations by March 2022, to make 40 per cent of the Underground step free 2. Prioritising delivery of benefits and adopt an innovative ‘Prototype’ approach 3. Value engineering embedded in project and used as an enabler to deliver more schemes 4. Competitively engage the supply chain to innovate, maximise value and delivery of schemes 5. Generally Prioritise SFA over all other competing requirements except where there is a real and substantial benefit for doing so (as at Harrow on the Hill)

15 A competitive approach: engaging with suppliers
We want to have the market experts lead on innovation based on a competitive process. This approach will be applied to the project construction and lift procurement. Construction Competitively engage new suppliers with experience in Step Free delivery, for example on Network Rail’s Access for All programme Internal competition with TfL’s delivery management arms Lifts LU have started from scratch with our Lift Specification, which will be Performance-led This will be discrete from the existing ‘Pan TfL’ lift contract, the supply chain will lead on the design and delivery meaning reduced cost and time
