1 Moving transportation into the future
Strategic Highway Research Program Moving transportation into the future James McMinimee, AASHTO SCORT, September 13,2011

2 What is SHRP2? Congressionally authorized research program
Over $2oo million in strategic research Potential of $350 million for product implementation Collaboration of AASHTO, TRB, FHWA, NHTSA User defined research Authorized by Congress in 2005; builds on first strategic research program The research phase is guided by an Oversight Committee which includes several State DOT heads, (Gerald Ross, Stan Gee, Debra Miller, John Njord, Susan Martinovich, Mike Lewis, Kirk Steudel, Ananth Prasad) as well as other leaders from transportation user and stakeholder communities; The technical research and development activities are guided by Transportation Coordinating Committees (TCC) for each focus area and Expert Technical Groups for each project. 600+ volunteers including many USDOT staff, AASHTO staff, hundreds of state DOT staff, local and regional, private sector, academic day-to-day overseen by Steering Committee, of AASHTO, TRB, FHWA; A SHRP 2 Implementation Steering Group comprised of representatives of the partner organizations advises and guides the development and execution of systematic approach to SHRP2 innovation, acceptance and implementation. Hallmarks of these projects: Collaboration, streamlining, partnerships in planning, system optimization improved performance and enhanced safety

3 Generating Innovative Methods and Tools in Four Areas
Renewal: Rapid and less disruptive methods for long-lasting facilities Capacity: Collaborating to deliver needed projects faster Reliability: Operating a more reliable, less-congested system Safety: Reducing crashes, saving lives

4 Why is SHRP 2 Important? Simply put: It has the potential to change the way state departments of transportation do business By providing new research-based tools and innovative approaches that will better enable us to stretch state and federal investments of taxpayer dollars And new thinking about what we do and how we do it

5 What is SHRP2 Delivering?
Generating 130+ Products Over 100 studies Some examples of emerging projects that will soon be ready for implementation (technology deployment, acceptance and implementation): * Tool box for accelerating bridge replacement * Strategies for Integrating Utility and Transportation Agency Priorities in Highway Renewal Projects * Preservation Approaches for High-Traffic-Volume Roadways * A guide for systematic collaboration on highway planning decisions * Models for integrating environmental goals into the planning process * Naturalistic driving study database on driving behavior * Incident responder training and certification State DOTs, other users and stakeholders

6 SHRP 2: Research to Implementation

7 What’s Happening Now? Research will be completed in 2013
Delivering the products Research completed in 2013 Transitioning… From Research to Implementation From Researchers to Users From Research world to Real World Research will be completed in 2013 Implementation Planning Underway… Identification of Most Promising Products Pilot Testing and Demonstration Projects Development of Roll Out Plans, including Communications and Marketing Efforts (surveys, coordination with AASHTO groups, focus groups, key messages, marketing strategies)

8 As of June, here are the activities now under way where State Dots are directly or indirectly involved…..We’ve just started, imagine what this map will look like when we get full implementation – it’s a coordination effort that will engage and touch each one of you.

9 AASHTO’s Focus Develop programs to help States implement SHRP 2 Products Ongoing activities Identify Champions Demo Projects Survey States, Understand the need Gather Implementation Data Develop Communications Plan Webinars, Implementation plans Engage AASHTO Committees

10 MarCom Work Group Appointed by Oversight Committee and Implementation Steering Group Tasked to create an overarching SHRP 2 marketing and communication strategy to support transition from research to implementation Communicate the value of SHRP 2 to key stakeholders Link products to the SHRP 2 identity Goal – raise awareness of SHRP2 – the value of products and processes coming out of this multi-million research project. Tasked by Oversight Committee and Implementation Steering Group to develop and implement an overarching communications plan that achieves this goal to the Transportation Community and related industries/organizations.

11 Current status Expected products
In the information gathering phase (market research) Online survey Conversations with stakeholders Expected products Communications templates, guidelines, information sharing Road-tested, program-level messaging and visual identity Useful data on key stakeholder landscape/characteristics You may be hearing from the MarCom group in the weeks and months ahead through their research, message testing and other outreach. We hope you will support these efforts.

12 Products of interest to SCORT
R16- Rail – DOT Institutional Mitigation Strategies R16A- Communicating Rail – DOT Institutional Mitigation Practices C20- Freight Demand Modeling and Data Improvement Strategic Plan

13 How Can You Get Involved?
Be a Lead State! Watch for pilot projects and demonstration opportunities Participate in focus groups, surveys and other product research Engage in peer-to-peer exchange programs Contact Groups within AASHTO Subscribe to SHRP 2 news at Stay informed and stay tuned!
