2 Status and prospects of the CDM
Enabling environment for the CDM: with “Kyoto risk” taken care of, other risks come to the fore (CDM in context of negotiations, post value, regulatory issues at national/intl.levels) “Prompt start of the CDM” since Marrakesh meant COPs 8, 9 and 10 reviewed progress on the work of the Board; found procedures in place and operations advancing (project registration, method.approval, consolidation, DOEs, DNAs – see UNFCCC CDM web site)

3 Status and prospects … Analysis of the process and the nature of problems – keep sense of perspective! Which problems are of a “teething”, procedural or structural nature – what can the Board do to address them? Are all actors playing the role foreseen by the M&P – if not, why not? Why are the resources for the work of the Board insufficient – what can be done to raise awareness and stir action?

4 Status and prospects … Bottom-up process yields results but takes time and effort: gets process going, generates experience to streamline, consolidate, adjust Opportunities are seized by pioneers: operational entities, project proponents, stakeholders – interest rising, sophistication improving! Challenge: ensuring quality, consistency in approach, timely and cost-effective delivery Magnitude of challenge fully appreciated? CDM to work at global, multi-sector, multi-interest level!
