Purpose and Objective Gas Regulation No 715/2009, effective from 3rd March 2011 includes a number of enhanced transparency requirements under Article 18 and under amended Chapter 3 of Annex 1 of the Gas regulation The proposed objectives of this project: Monitor compliance of TSOs against the requirements outlined under Article 18 and amended Chapter 3 of Annex 1 of Gas Regulation No 715/2009. Assess the quality of the data published.

ENTSO-G: Pan-European rather than regional approach to monitoring compliance preferred IFIEC: Happy with project plan to monitor compliance and assess quality of data published. Will only comment on final report EFET: Delay in responding formally Mixed response from stakeholders – do we have sufficient buy-in to continue?

Step 2: Common interpretation of Annex
Prior to stakeholder comments – step 2: agreeing common interpretation of gas regulation was started Regulators discussed initial views via teleconference on 3 May – general agreement on most terms Comments consolidated into draft table outlining regulators views and sent to RCC members Do you have any additional comments on the draft interpretation? We propose to send the draft table to stakeholders for comments – do you agree?

ENTSOG feedback on the project
3rd TYNDP workshop of 17 March 2011 The publication of the Gas Regional Investment Plans (GRIPs) is an obligation for TSOs Role of ENTSOG: provide framework and guidance to support the development of the GRIPs ENTSOG feedback on the Project Plan (18 April 2011) Several meetings between TSOs are scheduled – ENTSOG will inform PO of progress Where direct support of GRI NW would be helpful, ENTSOG will ensure that the PO is advised Welcome an opportunity to present the GRIP at the next SG 11

Bilateral meeting CEER – ENTSOG (3 May 2011) 6 GRIPs with one TSO responsible for coordination GRI NW coordinated by Fluxys South GRI coordinated by ENAGAS (Spain) France-Germany-Switzerland-Italy coordinated by Snam rete gas (Italy) BEMIP coordinated by Gas System (Poland) North-South East coordinated by Net4gas (Czech Republic) Southern corridor coordinated Desfa (Greece) TSOs are willing to present an update and if needed support from GRIs but ENTSOG insisted once again that the elaboration of these plans is a task for TSOs. Monitoring the OS between France and Luxembourg
Open season to increase firm capacity from France to Luxembourg Coordinated process between the TSOs (CREOS and GRTgaz) and the regulators (CRE and ILR) Two possible scenarios: 9 GWh/d or 40 GWh/d available in 2015 Non-binding phase launched at the SG meeting (26 Nov.2010) – ended 31 January 2011 Launch of the binding phase currently under discussion Aim of the project: Use the GRI NW as a platform for discussion of the process Outcome of discussions synthesized in a short paper in order to share the lessons from this process, in terms of coordination, allocation rules (joint allocation office), transparency etc… Feed the discussions on the European level: revision of the GGPOS Expected milestones: October 2011: presentation of the progress of the OS at SG meeting and preliminary lessons learned November 2011: Final paper on lessons learned to be shared at a European level for the GGPOS revision
