Scope of management and control CNCA Approval/Archival Filing CNAS Accreditation The Updating of Product Certification Catalog and System Declare certification qualification according to requirements on all fields of CNCA’s approval and archival filing. The field approved by CNCA shall be applied for accreditation of CNAS as needed. The scope shall be applied for alteration to CNAS in time after the approval. After CNCA’s approval or CNAS’s accreditation, certification can be carried out after updating the product certification catalog system. 10

IV. International Cooperation Introduction
Export requirements in Ecuador Domestic Background: Since June 2013, CNAS and CQM have successively received certification inquiry on the Certificate of Conformity (CoC) about export products of Ecuador from the domestic and foreign traders and manufacturers, involving such products as air conditioners, tiles, bicycles, electric generators, elevators, toys, electromagnetic ovens, and tires, with over 50 traders and enterprises consulting CQM. Foreign Background: Ecuador has imposed the following restrictions on the import products. As for each batch of goods exported to Ecuador, the importer needs to offer the CoC issued by the certification body which is accredited by the member of IAF-MLA. The certificate issued by the certification body accredited by CNAS, Member of IAF-MLA, can be recognized by Servicio de Acreditación Ecuatoriano (SAE), Member of IAF-MLA as well.

Certification model of exported steel pipes The conformity certification of Ecuador is to adopt different certification models based on different product technical regulations. Taking the steel pipe and casing pipe for the oil gas well as examples, according to the technical regulation, they shall be certificated with the 1b Certification Model (certification by batch) of ISO/IEC 17067:2013 Conformity Assessment-Fundamentals of Product Certification and Guidelines for Product Certification Schemes. CoC is only valid for the very batch of products with three-month term of validity. Currently, domestic products are generally certificated with the strict fifth certification model in ISO/IEC 17067:2013, which is product inspection, initial factory inspection, and post certification supervision. CQM has adopted a combination of two models after analyzing the technical regulation, to ensure that export products meet standard requirements.

Application for the accreditation of the steel pipe from CQM got approval from CNAS On May 6, 2015, with the support and help from CNAS, CQM issued the first CoC of steel pipe and casing pipe for oil gas well, with successful customs clearance, winning the recognition of the validity of the certification result from SAE and Servicio Ecuatoriano de Normalización (INEN). So far, CQM has totally issued over 50 CoCs for products including oil pipes and casing pipes for the oil gas well, and steel pipes for the pipeline transportation system, involving such traders as well-known enterprises, like China Petroleum Technology & Development Corporation (CPTDC) and Hilong Oil Service & Engineering Co., Ltd.

Actively respond to the national “Belt and Road” Initiative CQM has actively responded to relevant regulations in the Guidances on Accelerating the Development of Voluntary Product Certification issued by CNCA on November 26, 2015: (XX) Strengthen international cooperation. Focus on promoting the interoperability of voluntary product certification, and expanding multilateral and bilateral international mutual recognition, to establish partnership with international certification and accreditation organizations. … To carry out various forms of business cooperation with foreign institutions, develop internationalization and localization, to exploit the overseas market. (XXI) Vigorously promote the popularization. … With the help of multilateral and bilateral cooperation mechanism, such as the “Belt and Road” Initiative, and Free Trade Agreement (FTA), organize certification institutions and stakeholders to strengthen the external publicity on the certification brand of independent innovation, and enhance the international reputation of certification brands in China. CQM has carried out conformity certification in Ecuador, the “Silk Road Station” in Latin American countries, which not only has solved the problem of hard exports for enterprises, but also has retrieved the situation where huge economic loss was caused by being incapable of customs clearance and contract violation.

Visit SAE and INEN to negotiate acceptance of certification results From April 22 to April 30, 2017, CQM has sent specially-assigned people to SAE and INEN to negotiate acceptance of certification results, and to Ecuador offices of Chinese Chamber of Commerce and CPTDC to investigate problems in export customs clearance and certification, with a basically desired effect.
