1 Dear Colleagues, This is a draft presentation providing an outline on the PIM initiative, which you may adapt and use to spread the word on PIM. All the best, PIM Team

2 Protection Information Management (PIM)

3 UNHCR and DRC are working with
key Protection IM partners with the aim of defining the discipline of Protection Information Management (PIM) Introduce ourselves Welcome It is a collaborative initiative, bringing together UN, NGOs, and other Protection and IM partners working to respond to situations of displacement The PIM initiative complements and further supports the objectives of ongoing protection and / or IM initiatives and existing structures, such as the GPC, the Humanitarian Programme Cycle; the AORs (e.g. child protection response & situation monitoring Toolkit); Results-based Protection; ICRC Prof Standards (managing sensitive protection info.) and others.

4 The Idea Clarity and collaboration surrounding protection information management will help the humanitarian community: - to better maintain a focus on protection outcomes. - to increase humanitarian capacity and collaboration for an effective response. - to better communicate, understand and address humanitarian and human rights concerns. The Idea we had.. Unlike other areas of IM e.g. health – PIM not well defined, structured nor coordinated.. We believe clarity, collaboration, guidance will… Provide quality data and information on the protection of displaced individuals and groups in all possible types of situations, and to do so in a safe, reliable, and meaningful way... ...In so doing, PIM can inform protection analysis and enable evidence-based decision-making and protection strategy and response, as well as achieve better protection outcomes + Centrality of protection

5 The Process Informal, exchanging experience and knowledge
Open to interested individuals Protection and IM Learning from complementary activities Focus on a framework rather than a rule book Immediately using ideas and concepts

6 First PIM Working Meeting May 2015, Copenhagen
PIM Working Meetings First PIM Working Meeting May 2015, Copenhagen Brought together diverse global level PIM stakeholders, who defined PIM; set out PIM principles; introduced the concept of PIM Categories; and Core Competencies for staff performing protection information management functions In 2015, a small working group of DRC and UNHCR colleagues came together to develop a PIM Framework with a series of supporting components. The First Working Meeting looked at what has been developed within the small group, reviewed the ideas and developed them further. Participants: IRC, JIPS, OHCHR, IOM, UNICEF, NRC plus DRC and UNHCR Key Results: Definition of PIM, principles, start on the different sorts of PIM systems, and core competencies

7 Second PIM Working Meeting Dec 2015, Geneva
PIM Working Meetings Second PIM Working Meeting Dec 2015, Geneva PIM Stakeholders further articulated the discipline of PIM; its components; and systems which continue to be grounded in both solid protection and information management practices Participants: Same as before plus ICRC, OCHA, Oxfam, UNDPKO, UNFPA, ICT for Peace and WFP Key Results: Common Terminology defined, further work on categories, discussion of essential data elements and data sharing possibilities, PIM Initiative vision and strategy, a

8 Definition of PIM: Protection Information Management refers to: ‘principled, systematized, and collaborative processes to collect, process, analyze, store, share, and use data and information to enable evidence-informed action for quality protection outcomes’

9 PIM Principles People-centered and inclusive Do no harm
People-centered: Inclusive; defined purpose; proportional; communicated with affected populations Do no harm: Informed consent and confidentiality; data protection and security Competency: Actors and staff with the right capacity and skills working together Shared knowledge: Well-coordinated; impartiality; sustained collaboration 8 principles addressing these areas. People-centered and inclusive Do no harm Defined purpose incl. proportionality Informed consent and confidentiality Data protection and security Competency and capacity Impartiality Coordination and collaboraiton

10 Mix of skills, knowledge and attitudes
PIM Core Competencies Mix of skills, knowledge and attitudes - Understanding of protection norms and standards - Data and information management knowledge and skills - Collaboration skills that promote contribution from partners, inclusivity, and consensus - Ability to critically assess and communicate with diverse stakeholders The PIM Dialogue PIM Webinars Series of PIM trainings under GPC (funded by ECHO) The overall objective of the trainings is to improve the ability of protection clusters (coordinators, co-leads, information management officers (IMOs); sub-cluster coordinators; and protection cluster members to develop a more informed protection response anchored in an overall protection analysis. Immediate training objective: Enhanced ability and understanding of how to use data and information to enable evidence-informed action for quality protection outcomes Training Learning objectives Demonstrate how protection information management (PIM) supports, informs, and enables the development of an evidence-informed protection analysis, strategy, and response Develop PIM knowledge, skills, and attitudes that facilitate dialogue and collaboration between protection and IM colleagues Develop PIM knowledge and skills to create a PIM plan  that informs a protection analysis, strategy, and response (Note discuss on Wednesday that the current understanding of a PIM is: Identify what information you have; Identify what information you need; Identify which category to use; This leads to Complete Protection Analysis (risk equation, stakeholder analysis, contextual analysis which looks at root causes); Develop a Protection Strategy; and Implement protection response ) IN addition, develop PIM module to incorporate in other trainings (has already happened Protection Training, PCT etc.) situations

11 PIM Common Terminology
Objectives - Clarity on definitions for commonly used PIM terms Act as a tool to facilitate communication, understanding, and collaboration between protection & IM colleagues and others on PIM. Examples: confidentiality - variety of sources and perspectives Protected persons – definition used by IRCR Data interoperabilty – IASC CODs Data Protection vs Protection Data Protection data Data (and information) pertaining to protection risks/issues and situation of specific individuals/groups. situations

12 purposes, systems, processes, data and tools,
PIM Categories The PIM categories are a set of purposes, systems, processes, data and tools, which go together to deliver an effective response

13 Categories 1. Protection Needs Assessment 2. Case Management
3. Protection Monitoring 4. Population Data The first working meeting document has descriptions of the categories (some more clear than others). The second working meeting document provides some basic information about what makes each system different from the others, in terms of the outputs. For exmaple, assessment is that one time snap of a situation to determine what it the appropirate response needed at ths time. Protection monitoring is a recurrent proces that give a picture of the siiatuon on a particular issue over time.

14 Categories 5. Communicating with Affected Communities
6. Protection Response Monitoring & Evaluation 7. Sectoral IM Systems / Other 8. Security and Situational Awareness Category 5, 7 and 8 were further developed with PIM stakeholder during 2nd PIM Working Meeting but may need further work: Communicting with affected populations the following are not necessarily owned by protection actors but have been identified as key sources of information for an effective protection response and hence part of the overall vision of what are the different systems and sources of information which contribute to an effective protection information management system. Sectoral IM Systems / Other Security and Situational Awareness Note: Nuclear family and ”cousins”

15 PIM systems, tools or data
There will always be cross-cutting PIM systems, tools or data which will be illustrative of the relationships existent among the PIM systems

16 Elements captured in PIM Matrix
Definition and purpose Sub-category examples Approaches/methods for collecting data Tools Output (data & information) Shared data Ex. of how PIM Matrix can be used: decision making on catagory & system matching your (defined) purpose; data audit; analyse (P)IM environment etc. A couple of examples

17 PIM Vision Working with stakeholders in the international community, to facilitate the collective development of a PIM framework to improve and enable evidence-informed action for quality protection outcomes Following 2nd PIM Working Meeting – tasked to further Vision, Mission & Strategy Vision..

18 evidence-informed, quality protection responses
PIM Mission PIM stakeholders work together to develop a framework for managing data and information necessary for evidence-informed, quality protection responses that meet the needs of displaced persons

19 who are equal contributors
PIM Strategy Participation in the process is open to all PIM stakeholders, who are equal contributors in the PIM initiative Why we invited you now for this series of briefings Change the way we work and present whay we are doing (more clarity and more structure)

20 PIM Strategy- Objectives
Further refine and disseminate the organizing framework and supporting components of PIM Encourage communication and collaboration among stakeholders surrounding PIM Continue to act as a platform for lessons learned

21 PIM Strategy - Results 1. The PIM Framework consolidated, incl. documented standards for PIM through guidance and policies 2. Define PIM data and information to be shared 3. Stakeholders understand and implement PIM good practices and principled approaches Ecouraging the greater use of protection data, information and analysis Ensuring collaboration and sharing across the widest spectrum possible (humanitarian, security and political)

22 PIM Strategy- Results 4. Collaboration and shared knowledge among protection and IM actors 5. Protection and IM actors identify and respond efficiently to protection information management needs 6. PIM concepts and principles are taken on by and integrated into the work of the community in working with the subject matter.

23 PIM Strategy - Implementation
Collaboration on PIM concepts and components; create and facilitate dialogue and collaboration amongst PIM stakeholders; Dissemination PIM concepts, products and learning with local level stakeholders (within their own networks) The goal is for the PIM work to be useful - not right, not perfect and not the only answer. “Open souce” – take it and use it, and tell us what needs or can be to be different or additional

24 PIM Strategy- Implementation
- Specialized stakeholders may lead specific processes and / or PIM components in their area of expertise - Interested colleagues may contribute to any part of the PIM process - Collective work and usefulness of results depends on contributions by users How to participate Regular meeting of the core group (In person or by telephone). Meeting are for about an hour, and will be specific topics as we move forward. Subject specific workshops or working meetings Presentation of PIM concepts in other protection and IM forum Review and comments on PIM concepts and materials Presentation or suggestion of materials to be included within a list of PIM-related tools and guidance Leadership of a particular area Pilot or testing of PIM concepts

25 Immediate Next Steps PIM Matrix – further refine and test
Common PIM Terminology - disseminate and test Data Sharing on PIM - explore and develop components & modalities PIM Trainings & Capacity Building Essential Data by scenario Three trainings with Protection Cluster and IM colleagues Middle East, Africa and Asia) May, June, July
