2 Over the years, I have aligned myself with unpopular causes
Over the years, I have aligned myself with unpopular causes. I have worked to replace the worship of the market with concern for the common good, social justice, and tolerance. Over time, the American people generally do the right thing and I am confident they will see that national health insurance is no longer the best solution, it is the only solution.

19 SB562 - Healthy CA “single payer”
Rx Healthy California Trust Fund $$$ ACA/CHIP/ Medi-Cal $ Other Federal & State $ Healthcare Providers New revenue to replace insurance premiums $ We pay taxes instead of premium and with a cost saving Employee payroll tax: About 3.8% of wages and salaries Employer payroll tax: About 8.1% of wages and salaries 11%+ tax on net business income for the self-employed 3.5% tax on unearned income 1% surcharge on income over $200,000 [This might be income tax instead of employer payroll tax] “today a working family pays $13,375 for its coverage (which includes the employer contribution paid indirectly by the employee in forgone wage or salary increases). Keep in mind that, in addition to the $13,375 premium, the family also pays the deductible, co-payments, coinsurance, costs of out-of-network care, and costs of products and services that are not benefits of the plan” The new system would be funded with current spending from government health programs and new taxes to replace the premiums we currently spend. No new spending included in this plan. California spent an estimated $212 billion in healthcare last year. This includes spending on: Cal State payments into the medical/medicare program, all children’s insurance programs, operating costs for California hospitals, California State employees health premiums Integrated Health Systems 19

22 Analysis Findings Guaranteeing healthcare would cost $331 billion:
Would save California $37.5 billion Covers every person living in California including current uninsured, under insured, and undocumented. Provides more health services as well as dental and vision. California would actually save 18% or $74 billion with a single payer system. 13% in lower administrative costs 5% Healthcare delivery savings Savings of 37.5 bil. is relative to current spending on healthcare in CA. The 18% is the savings that would be reinvested into a single payer system.

23 Breaking Down Costs According to 2016 UCLA study, taxpayers already pay for 70% or $225 billion of all healthcare. An additional $106 billion will provide healthcare for everyone in CA and with services current insurance does not. $92.6 billion can be raised through business and corporate tax (which would be in lieu of buying insurance). $14.3 billion total revenue from a 2.3% sales tax: Low income families would receive a 2% tax credit

24 Sales Tax 2.3% sales tax. Low income individuals receive a 2% tax credit. Some purchases that are currently taxable apply, with the exception of: Groceries Housing Utilities
