Anticipating who your partners will be is hard. A valuable approach is the promotion of common syntax and semantics for the few things we can all agree on (i.e. a universal core). 6 Senior Enterprise Services Governance Group (SESGG)
Vision: Ensure that the DoD and Intelligence Community (IC) Net-Centric Environment evolves toward an enterprise services-based architecture that improves the joint community’s ability to respond to evolving operations and mission through increased information sharing and agility. Responsibilities: DoD and Intelligence Community (IC) Implementation of a Joint Net-Centric Data Strategy Enterprise Services Policy, Implementation Guidance, and Standards Oversee Joint Data Strategy and Enterprise Services Implementation Initial Action: Established a Universal Core Task Force Connecting People With Information

Definitions Universal Core – the set of concepts that require no specific expertise for understanding. i.e. a set of things that anyone can understand. Common Core – the set of concepts that have applicability to two or more communities of interest, but are not universal. Universal Core Schema – an implementable specification of syntax and semantics (such as an XML schema) for a specific concept that is recommended for use across the enterprise – i.e. something that developers will code against, and that program managers will put on contract.
