2. Maryland Behavior Health Network (MBHN)
Established in 2014 by eight community mental health providers as a for-profit company
The eight founding members are the four Sheppard- Pratt affiliates of Alliance, Family Services, Mosaic and Way Station plus Arundel Lodge, Catholic Charities, Go- Getters and Vesta
Originally created due to an interest in developing a provider network that could organize itself as a Managed Service Organization (MSO) to pilot innovative service and financing delivery models, including risk sharing models

3. MBHN Overview
Created a membership dues structure that would have the organization viable in its current structure for at least two years.
Collectively the MBHN members serve about 30% of the individuals in the Public Mental Health System across 19 of Maryland’s 24 political jurisdictions
A primary goal of MBHN is to develop and implement strategies to improve health outcomes and reduce medical costs for individuals with intensive behavioral health needs by developing innovative service and financing delivery models.

4. Current Status
All of the MBHN members have been certified by the State as Health Home providers and use the same CMT Pro-Act data platform
Hired an Executive Director in March
Has changed its organizational structure to a non-profit for the following reasons
More consistent with the organization’s direction since the carve-out was not changed
MBHN will be seeking funding from funders who are more comfortable awarding grants to non-profit entities

5. Current Activities
Pursuing opportunities with purchasers for opportunities to better serve individuals who are not well connected to the behavioral health system. Focusing on individuals who are:
Frequent users of Emergency Rooms (ER) and inpatient services for both medical and behavioral reasons
Entered into an agreement with the Center for Healthcare Strategies (CHCS) for ongoing consultation and guidance on how to best work with purchasers and to position the organization
Met with Riverside, Ameri-Group and United Health Care to determine their interest in working with the MBHN. Discussions with Riverside are ongoing.
Continue to work with MBHN providers to ensure we are making use of Pro-Act for both clinical care and population management.
Have reached an agreement with Hilltop to provide quarterly reports on all expenditures for Health Home participants
Have submitted a proposal in partnership with Care at Hand and the Behavioral Health Leadership Institute to Cigna Health Springs (CHS) for the establishment of Community Health Workers to better serve CHS enrollees with behavioral health needs who are frequent users of ERs and inpatient services. Developed a monthly cost for each enrollee to be served.

6. Current Activities
Have regular scheduled meetings with Medicaid and Behavioral Health Administration (BHA) to explore opportunites.
Have developed a concept paper for DHMH on intensive outreach and engagement activities with a cost component. The goal would be to have a firm commitment of support from DHMH but would look for outside funding to demonstrate its success.
Have entered into an agreement with SW Creatives for the development of a MBHN website
Have held 5 webinars for members on global budgeting, risk sharing and on tools that have analytics on predicting relapse.

7. Future Activities
Keep the focus on improving the ability of MBHN members to use Pro-Act and make use of reports from Hilltop and CMT
Continue to explore opportunities with various purchasers including DHMH
Develop proposals for funding for the DHMH concept with entities such as the Maryland Community Health Resources, Care First and private foundations
Continue to review and learn about electronic systems that have analytics on predicable relapse
Work on integrating EHRs, Pro-Act and a predictable analytics tool into an interoperable system for the MBHN members
