Rosenthal's deeply moving column on the 40,000 starving children who die around the world every day ("Is This Still News?" July 2) ends with the suggestion that the United Nations select as its next chief executive a "new kind of Secretary General" committed to conquering this growing health crisis.Before we advocate a change in United Nations leadership, the United States has an opportunity and an obligation to add its voice to a potentially powerful United Nations mandate on the issue of children: the 1989 International Convention on the Rights of the Child.Since the United Nations world summit for Children in 1990, New York State has sought to promote the ideals of the Convention on the Rights of the Child. In 1990 and 1991, we organized special sessions on the rights of the child for teachers to stimulate discussion on the basic rights of children in the classroom.The Governor has sent personal letters to President Bush, to religious leaders, to school administrators and to governors of every state in the country in support of the convention. The challenge now is to keep the momentum going.To date, 85 countries have ratified this treaty, while the United States, inexplicably and inexcusably, has not. Before the rest of the family of nations can take seriously our proposals for United Nations leadership reform, we must show our commitment to our children by endorsing this international legislation. By doing so, we will help certify legally the world community's long overdue responsibility to the children of the world.
