Agreement Types BAA Action (Broad Agency Announcement Action): ERDC-CERL has an open BAA for unsolicited proposals to be submitted under numerous topic areas. A contract can be awarded upon review. Money flows from ERDC-CERL to the technology partner, or contractor. CRADA (Cooperative Research And Development Agreement): A written agreement between a private company and a government agency to work together on a project. Money can flow in either direction. Typical length is 5 years, but can be any length. MOA (Memorandum of Agreement): A written agreement between two parties to work together on a project. Money can flow in either direction. MOU (Memorandum of Understanding): A written agreement between two parties to work together on a project. No money is exchanged as a part of a MOU. PIA – (Partnership Intermediary Agreement): A written agreement between a federal research agency and a non-profit organization to assist the federal agency with technology transfer efforts. Money can flow from the federal agency to the non-profit.

ITTP (Installation Technology Transfer Program): Army Assistant Chief of Staff for Installation Management’s technology validation and transfer program. ARPA-E (Advanced Research Projects Agency-Energy): Department of Energy’s program for applied research and development. SERDP (Strategic Environmental Research and Development Program): DoD’s environmental science and technology program, investing in basic and applied research, as well as advanced development. Office of Energy Efficiency & Renewable Energy Federal Energy Management Program Notice of Intent to Issue Funding Opportunity Announcement “Assisting Federal Facilities with Energy Conservation Technologies (AFFECT) 2017" The Office of Energy Efficiency and Renewable Energy (EERE), U.S. Department of Energy (DOE) intends to issue, on behalf of the Federal Energy Management Program (FEMP), a Funding Opportunity Announcement (FOA) titled “Assisting Federal Facilities with Energy Conservation Technologies (AFFECT) 2017” in November or December 2016. No FOA applications will be accepted through this Notice. The FOA will provide grants to federal agencies for projects in the following three topic areas: (1) Combined Heat and Power, (2) Renewable Energy, and (3) Energy Efficiency Deep Retrofits. EERE will issue the FOA via the EERE Exchange website. If applicants wish to receive official notifications and information from EERE regarding this FOA, they should register in EERE Exchange. When the FOA is released, applications will be accepted only through EERE Exchange. For more information, including application submission steps, please see the attached Notice of Intent.
