1 Digital tools for housing management
AFN National Housing and Infrastructure Forum 2017 Presented by: Amanda Doyle, Environment Dept. Mgr.

2 Program context and goals
First Nations have a lot of data about their own communities that can be used for planning and management… … BUT there is a lack of tools to coordinate that data and make it useful to staff and leadership.

3 Basic questions about the community
Where are the houses whose roofs were fixed last year? How much gravel will we need to manage a new section of road? When was the last time the boiler in the school was repaired? Requires accurate spatial data and accurate record-keeping.

4 Online data management system
A framework for assessing housing stock (and asset) needs for individual First Nations A repository for documents (as-builts, plans, etc.) Online data management system (LOUIS) A visual planning tool for easy mapping A mobile app for data collection

5 TSAG as a data collector and steward
Collecting and managing information on behalf of the First Nation Opportunity to provide information in a useable format Housing Buildings Roads Water sources Sites of cultural importance Contaminated sites

6 Asset Condition Reporting System (ACRS)
TSAG has implemented the ACRS program for nearly all First Nations in Alberta since 2008 Starting in 2018, TSAG will collect ACRS data using a mobile application ACRS data, along with housing base mapping and assessments, will provide the initial “layers” for a community’s database

7 Methods System development Approvals and documentation Data import
Experienced developer First Nation Working Group Approvals and documentation BCRs Data service agreements Data import ACRS, housing, other Cleaning and collection

8 Methods Training Addressing gaps Process Database review
Group and on-site Addressing gaps Missing data New data collection Process How-to documentation Resources

9 Data ownership and protection
Data ownership rests solely with each First Nation C&C sign off, project charters and service agreements in place between TSAG and each First Nation The First Nation chooses whether to share information (raw data, maps, reports, etc.) Data stored at TSAG’s stable and secure Network Operations Centre (NOC)

10 LOUIS Demo

11 Applications for housing management
Customizable forms Create forms for on-site collection of housing assessments Update housing records to reflect current conditions Track maintenance Track events (move ins and outs) and repairs for each house (costs, time, etc.) Set reminders for regular maintenance events True costs and future estimates Planning for future developments Import data from land use plans, other sources Site selection tools

12 Next steps Expansion of program to more First Nations
Explore applications for land use planning and site selection Build up processes and forms for data collection using updated mobile applications (iOS and Android)

13 Getting involved 2018/2019 – seeking more First Nation partners across Canada Interested? Please get in touch! TSAG staff meet with community manager(s) and/or leadership to determine data needs and how LOUIS can best support those needs
